Job Description

NUMBER OF WORK DAYS: 215 DAYSHOURS PER DAY: 8 HOURS PER DAYSALARY RANGE: CLASSIFIED MANAGEMENT SALARY SCHEDULEDESCRIPTION OF BASIC RESPONSIBILITIES: Under the direction of the Superintendent or designee the Preschool Program/Early Learning Director is responsible for the planning implementation compliance and ongoing evaluation of all district-operated preschool programs including the California State Preschool Program (CSPP) and any District-funded or tuition-based preschool options. The Director ensures that all early learning programs meet licensing requirements promote high-quality early childhood education and support kindergarten readiness including vertical alignment and coherence with transitional kindergarten (TK) : Superintendent or DesigneeESSENTIAL DUTIES/ESSENTIAL FUNCTIONS:Plan implement and oversee both state-funded and District-operated (non-state-funded) preschool compliance with applicable state and federal regulations including California Department of Education (CDE) and Community Care Licensing (CCL) curriculum instructional practices and assessments that support developmentally appropriate learning and school readiness across all attendance and enrollment records and maintain fiscal accountability for all preschool program budgets including CSPP general fund and grant and support opportunities for alternative preschool models including tuition-based or District-funded options based on community need and and evaluate classified preschool professional development orientation and training for staff and with school site administrators special education teams and TK/Kindergarten teachers to ensure alignment and smooth transitions for in IEP meetings and support inclusive practices in preschool community outreach recruitment and enrollment efforts across all as liaison with CDE CCL and other agencies for state compliance and and pursue grant opportunities; assist in proposal writing and budget and submit required reports for state federal and district preschool advisory committees and maintain strong relationships with families and community and facilitate staff meetings parent meetings and community engagement licensing and compliance documentation for all program required trainings workshops and meetings to ensure program compliance and other related duties as QUALIFICATIONS:Knowledge of:California State Preschool Program (CSPP) and Community Care Licensing (CCL) regulations; and of early learning systems including QRIS DRDP ASQ CLASS and related regulations (Title 5 and 22) with an understanding of assessment tools and quality standards in preschool Pre-Kindergarten (UPK) framework including alignment across preschool transitional kindergarten (TK) and kindergarten and the California UPK Mixed Delivery appropriate practices for preschool-aged management budgeting and reporting requirements for early childhood education practices and special education coordination in early childhood evaluation and continuous quality improvement in early learning planning assessment and early learning to:Design implement and manage preschool programs with diverse funding and apply laws policies and regulations related to preschool and support program staff while fostering a positive team effectively with families staff and the broader school community both orally and in technology to manage records reporting and confidentiality and act with professionalism at all smooth transitions and vertical articulation between preschool transitional kindergarten (TK) and kindergarten by aligning practices sharing student data and collaborating with early grade :Minimum of two (2) years of preschool teaching of one (1) year of supervisory experience in an early learning environment :Bachelors degree with at least 24 semester units in Early Childhood Education or related Child Development Program Director Permit (required).Bilingual in English/Spanish AND OTHER REQUIREMENTS:Valid California Drivers License and willingness to travel between District sites as Pediatric First Aid and CPR certification (infant child and adult) or ability to obtain within 30 days of hire required per Community Care Licensing CLEARANCESCriminal Background Clearance Tuberculosis ClearanceWORK ENVIRONMENTIndoor office and classroom environments; requires travel between preschool sites and district exposure to noise from young children classroom activities and playground exposure to communicable diseases bodily fluids bloodborne pathogens and other biohazards common in early childhood exposure to cleaning agents disinfectants and sanitizing chemicals in classroom -paced environment requiring the ability to multitask meet deadlines and respond to be able to work in a highly active environment involving frequent interruptions emotional demands and interactions with children families and involve exposure to upset or emotionally distressed individuals (children or adults).Work may occasionally require attendance at evening events or DEMANDSAbility to sit stand and move throughout the ability to interact with young children including bending kneeling and lifting up to 45 and auditory acuity to observe children and communicate clearly in person and via phone/ and mental focus to manage multiple program elements in a dynamic school to communicable diseases including colds flu COVID-19 and childhood illnesses such as chickenpox or hand foot and mouth of physical injury from lifting or assisting young children bending squatting or carrying supplies or to bodily fluids (e.g. during diapering accidents illness or first aid situations) and bloodborne for exposure to cleaning supplies disinfectants and other chemicals used in classroom of slips trips or falls when navigating crowded or cluttered classroom/playground exposure to emotionally escalated situations involving children or related to deadlines regulatory compliance and multi-site program STANDARDSTo perform this job successfully an individual must be able to perform each essential duty satisfactorily.
