The Senior Safety Assurance Specialist monitors ongoing alignment with regulatory and corporate standards to produce a compliant Maintenance Delivery Safety Management System. They supervises the development and compliance of the Maintenance Delivery Safety Management System by engaging various stakeholders through audits or effectiveness reviews.
What will I be doing
- Develops and executes appropriate internal and external assurance management control systems to maximize safety environmental sensitivity and work-flow accountability.
- Implements safety management programs to promote consistency eliminate hazards mitigate risk and align with the Metrolinx Safety Management Systems;implements corrective action plans to ensure non-compliance issues are addressed appropriately.
- Leads the development of a system for managing and documenting the planning coordination and daily safety monitoring activities at maintenance sites and work areas;
- Leads and coordinates the continual improvement system of safety initiatives with applicable internal/external resources
- Liaises with internal stakeholders to ensure that Maintenance Delivery are fully compliant with prevailing safety regulatory legislation best practices and emerging issues respecting railway safety guidelines
- Liaises with both internal and external stakeholders to report audit findings trending concerns and follow-up mitigations identified in daily work audits and investigations.
- Validates the proper allocation of resources through the work planning process to ensure regulatory requirements are adhered to and requests to acquire pertinent information prior to approving requests.
- Leads the development of and implements internal systems to monitor compliance with established policies and procedures
- Monitors contractor compliance with agreement terms and conditions governing the delivery of railway corridor engineering services forhost/leased tracksand Metrolinx-owned and railway-owned rail corridors
- Monitors performance of host railway track protection providers for adherence to Operating Agreement requirements; coordinates and prioritizes corrective actions
What Skills and Qualifications Do I Need
- Demonstrates experience in the transportation industry or with direct knowledge of the Occupational Health and Safety Act
- Completion of diploma or trade certification with apprenticeship in a related field or a combination of education training and experience deemed equivalent
- Knowledge of Canadian Rail Operating Rules (CROR) Transport Canada Safety Rules (TCSR) and Occupational Health and Safety Act are assets
- Contract management experience to monitor contractor adherence to operating agreements and compliance withestablished regulations policies and guidelines
- Experience monitoring allocation of resources and problem solving and analytical skills to address track protection issues and information requests and perform spot audits in the field
- Project leadership experience and time management to coordinate a variety of complex projects under pressure to meet schedule and budget commitments
- Interpersonal and oral/written/presentation communication skills to collaborate with stakeholders to assess track protection requirements
- Process development and auditing stills are assets
