Job Description
Location/Department: San Diego County Residential Services
Reports to: VP of Residential
Pay Range: $75000 - $85000 Annually
Schedule: Full-time
FLSA Status/CBA: Exempt Non-union
Benefits Eligibility: Managers Exempt
Job Summary
The Director of ICF Residential Services is responsible for the leadership oversight and regulatory compliance of Intermediate Care Facilities (ICF) operated by Home of Guiding Hands. These homes serve individuals with intellectual and developmental disabilities who require structured medically supported residential services. The Director ensures all programs meet or exceed standards set by federal and state agencies including ICF/IID regulations Title 17 Title 22 and Department of Developmental Services (DDS) guidelines.
Reporting to the Vice President of Residential Services the Director LMAs (Leads Manages and holds Accountable) Qualified Intellectual Disabilities Professionals (QIDPs) fostering a multidisciplinary approach to care planning and implementation. The Director collaborates closely with clinical teams including nursing behavioral and direct support staff to promote individualized person-centered services that support each residents unique needs and goals.
This role also oversees systems training tracks compliance and manages both client referral screenings and staff applicant processing. The Director is a key driver of quality assurance staff development and operational effectiveness ensuring that the ICF programs are positioned for long-term success while remaining responsive to emerging needs.
Tasks Duties and Responsibilities
- LMA: Lead manage and hold QIDPs accountable for clinical and operational excellence across all ICF homes.
- Ensure ongoing compliance with ICF/IID regulations Title 17 Title 22 and DDS standards.
- Guide implementation of Individual Program Plans (IPPs) and clinical services using an interdisciplinary approach.
- Manage and coordinate client referral screening and intake processing.
- Oversee applicant screening and hiring collaboration with HR ensuring the right people are in the right seats.
- Provide systems training and onboarding to Residential Supervisory staff to ensure strong infrastructure and performance.
- Track and ensure compliance for all mandatory staff trainings and certifications (Relias CPR/First Aid Medication Administration ProAct etc.).
- Facilitate the Human Rights Committee process including meeting coordination documentation and staff education.
- Lead incident response audits and survey preparedness and implement appropriate corrective actions.
- Support care coordination with medical providers families and community partners.
- Participate in on-call rotation and respond to emergencies with professionalism and urgency.
- Monitor and manage ICF program budgets and resources in alignment with agency expectations.
- Other duties as assigned.

Qualifications
Knowledge Skills and Education
- Bachelors degree in Human Services Social Work Psychology or related field (Masters preferred).
- Minimum 5 years of experience in IDD or ICF/IID services with 3 years in a leadership role.
- Expertise in regulatory compliance and clinical coordination for ICF/IID programs.
- Demonstrated ability to LMA: lead manage and hold teams accountable.
- Excellent leadership organizational and communication skills.
- Valid CA drivers license and acceptable driving record. Must have 2 years of licensed driving experience.
- Must obtain CPR and First Aid certification Pro-Act and Medication Administration.
- Must complete a pre-employment physical and negative Tuberculosis screen then update annually.
Physical Requirements/Work Environment
This job operates in a residential home environment. The employee is frequently required to stand walk and sit. The employee may frequently move to interact with fellow employees and/or clients. Additionally the individual may be required to lift objects weighing up to 50 pounds. Specific abilities required by this job include utilizing wheelchairs gait belts Hoyer lifts and using the buddy system to lift over 50 pounds.
