The Buncombe County Public Library Services Manager reports to our Library Director and is a key position in Libraries providing both daily operational management of BCPLs flagship location and systemwide leadership as a member of Library Administration. As the manager of Pack Memorial Library the largest public library in Western North Carolina this position supervises approximately 13 staff including: the Pack Adult Services team a Library Safety Associate and the Division Managers for Youth Services Buncombe County Special Collections and the Preschool Outreach Program.


Pack Library is a major player in the fabric of social services and support in downtown Asheville. Pack serves as a community hub for individuals from all walks of life in our community and in this job you will interact with people asking for public services applying for jobs or seeking computer assistance among other varied requests. This position works with many community services and local nonprofits to assist people who are seeking housing food assistance or mental health support. We are looking for professional Librarians who have experience working with underserved individuals and who are excited about making a difference in our community through public service.

A typical day in this job could include collaborative meetings with members of Library Administration and Library Management to discuss strategic planning providing supervisory support to staff or working the Service Desk to assist patrons. This position works on both big-picture projects and daily operational tasks. Additionally this position leads the Libraries Policy Team and participates in our Collection Development Team

This position is fully in person and works from Pack Memorial Library located in beautiful downtown Asheville North Carolina. The Library is located at 67 Haywood Street Asheville NC 28801 and free parking is provided for all Library staff.

The current operating schedule for Pack Memorial Library is:

Tuesday 10AM - 8PM
Wednesday 10AM - 6PM

Thursday 10AM - 6PM
Friday 10AM - 6PM
Saturday 10AM - 5PM

This position typically works Tuesday through Saturday with a later arrival on Tuesday to assist with closing the Library at 8PM. There may be times when this position is required to work on Mondays and library operation schedules are subject to change.


Purpose of the position:

The purpose of this position is to perform advanced administrative supervisory and professional library work managing and directing information services and collection for the library.


Minimum Education Training and/or Experience (required at time of hire):
Masters degree in library science from an American Library Association (ALA) accredited school and five (5) years of related library experience including at least two (2) years of management or supervisory experience; or an equivalent combination of education and experience.

Essential Functions of the position:

  • Manager of Pack Memorial Library; Provide operational supervision of public service departments processing library materials and oversight of library technical and reference equipment and materials; oversees all aspects of Pack Library operations including but not limited to patron experience building maintenance resource management fielding patron concerns strategic partnerships interfacing with other County agencies and performance management of staff.

  • Supervise professional paraprofessional and non-professional employees in program area and develop program goals and objectives; perform various personnel management duties which include interviewing applicants recommending for hire training personnel completing employee performance evaluations assisting in staff development and maintaining staff schedules.

  • Plan and develop divisional goals and objectives; assist in planning and developing goals and objectives for the library system.

  • Select books and library materials for acquisition based on needs of the library and community relative to budgetary limitations.

  • Determine program and service needs and ways to improve or expand services in areas of concern; analyze community trends and developments and coordinate program efforts accordingly.

  • Serve as back-up to the Library Director when necessary.

  • Represent the library through various media on a public relations and public information basis.

  • Provide professional assistance to patrons introducing patrons to resources and other tools.

  • Balance register prepare deposits and maintain related reports.

  • Perform other related duties as assigned.

Knowledge Skills Abilities:

  • Knowledge of Professional library principles practices and techniques.

  • Knowledge of community reader interest levels books authors and online resources.

  • Knowledge of library information resources and familiarity with common consumer digital services.

  • Knowledge of current literature trends and developments in the field of library science appropriate to the areas of assignment.

  • Knowledge of computers software library computer and research programs and online databases.

  • Ability to express ideas and communicate effectively both orally and in writing to a variety of library constituents.

  • Ability to prepare clear and concise reports.

  • Ability to establish and maintain effective working relationships as necessary by work assignments.

  • Ability to supervise and plan activities for subordinate employees.
