Job Description

Under direction the CleanPowerSF Operations Supervisor will be responsible for providing leadership in delivering complex highly integrated accurate and responsive compliance reporting and analysis to state regulatory agencies and other entities in the electric utility sector; preparing accurate and timely reporting and analysis of program operating and financial statistics including renewable energy resources procured customer demand trends and program participation; and design development and implementation of renewable energy programs for CleanPowerSF customers.  This position also monitors the highly complex operating fund budget(s) with values exceeding $100 million per year.  The Performance Management and Compliance team is responsible for regulatory compliance filings; preparing CleanPowerSF program performance and analysis of program statistics; and program development and implementation of state regulatory initiatives all in furtherance of CleanPowerSFs local clean energy development goals.  This position supervises professional Utility Specialist and Utility Analyst staff responsible for program performance monitoring renewable energy resource analysis energy program affordability and the development of other local clean energy programs and projects.

Project Name: Compliance Data Analytics and Budget Coordination 

Essential duties:

  • Leadership in Compliance Reporting and Analysis: Deliver complex accurate and responsive compliance reports and analyses to state regulatory agencies and other entities.
  • Program Operating and Financial Reporting: Prepare timely and precise reports on operating and financial statistics including renewable energy resources procured customer demand and billing trends and customer program participation.
  • Budget Monitoring: Oversee and monitor highly complex operating fund budgets with annual values exceeding $100 million.
  • Documentation and Process Improvement: Develop a manual including process narratives job aids and best practices for preparing regularly scheduled compliance reports and responding to data requests.
  • Supervision and Staff Management: Supervise professional Utility Specialist and Utility Analyst staff guiding them in areas such as program performance monitoring renewable energy resource analysis and the development of local clean energy programs and projects.

Qualifications :

Possession of a baccalaureate degree from an accredited college or university and seven(7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis development administration and reporting in major programs and functions of an organization in the areas of budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
