Job Description

Organisational Development and Change

  • Lead the design and implement organisational development (OD) strategies that strengthen the OECDs structure enable strategic workforce planning and enhance organisational effectiveness. 
  • Translate business priorities into actionable talent and organisational solutions that build agility and future-readiness.
  • Lead end-to-end strategic workforce planning including recruitment forecasting performance management and mobility strategies.
  • Design and oversee organisational change initiatives embedding change management approaches across a range of stakeholders.
  • Align OD initiatives with the OECDs strategy and service delivery models ensuring measurable impact.
  • Monitor and evaluate HR change programmes applying data and insights to improve design and execution.

Stakeholder Engagement

  • Serve as a strategic advisor to senior management on organisational design workforce transformation and cultural change.
  • Engage with Directorates and corporate services to co-create development initiatives and enhance organisational alignment.
  • Steward a corporate advisory body on strategic workforce planning and co-ordinate with relevant working groups.
  • Build internal capability for managing organisational change through guidance tools and targeted training.
  • Foster collaboration with the HR and Finance Services and Resource Management Advisors (RMAs) to deliver integrated data-informed workforce solutions.

Team Leadership

  • Lead and manage a small high-performing team supporting OD and talent activities.
  • Provide guidance and coaching promote development and foster a collaborative and inclusive team environment. 

Qualifications :

Academic Background

  • An advanced university degree in human resources organisational development public administration or a related field or equivalent practical experience.

Professional Background

  • At least seven years of relevant experience in organisational development strategic workforce planning or change management in complex international environments.
  • Proven ability to translate strategic goals into OD programmes and deliver tangible results.
  • Deep understanding of HR systems and structures including service delivery models.
  • Strong experience in stakeholder engagement and managing cross-functional collaboration.
  • Familiarity with OD frameworks and methodologies including data-driven decision-making.
  • Demonstrated ability to lead and develop high-performing teams.
