Description

The Second Judicial District is accepting applications for a Court Operations Associate to work in Juvenile Court. This position will be based at the Ramsey County Juvenile and Family Justice Center at 25 7th St W St Paul MN 55102. Work is performed under the general supervision of the Court Operations Supervisor. This position will involve some work on-site at the Juvenile and Family Justice Center with the potential for some remote and flexible work opportunities depending on business needs.

Juvenile court handles all aspects of court processing associated with Juvenile Delinquency Adoption Juvenile Traffic and Child in Need of Protection or Services matters. This position will have a focus in Juvenile Delinquency Adoption and Juvenile Traffic. This position involves advanced court clerical and courtroom work to provide effective administrative support for court caseloads. This Court Operations Associate position will be expected to handle all aspects of Juvenile customer service case processing and courtroom support.

This is a fast-paced highly detailed Court Operations Associate position. This position requires the application of sound independent judgement involves a considerable amount of data entry and demands the ability to manage competing demands simultaneously. A successful candidate must possess sound technical skills very good communication organization and problem-solving skills keen attention to detail as well as other knowledge skills and abilities listed below.

Job Responsibilities

  • Performs varied clerical work involved in Minnesota Court Information System (MNCIS) and several other software applications.
  • Attends court and facilitates court proceedings remotely and in person provides courtroom support updates cases in MNCIS coordinates with justice partners prepares and handles court-related paperwork.
  • Determines proper routing of court filings; accepts and enters filings using both paper and electronic filing systems; determines processing required and takes action in accordance with court rules.
  • Coordinates scheduling and calendaring of court hearings contact parties and attorneys.
  • Assists customers attorneys judicial staff and other partner agencies in-person by email and over the phone.
  • Performs quality assurance checks on documents entered into court records.
  • Reviews legal documents for completeness adequacy accuracy and compliance with statutes and rules.
  • Performs financial activities within the office including assessing and receipting fines/fees and reconciling daily tills.
  • Operates standard office equipment such as a computer printer scanner copier.
  • Assignment of duties may change to meet office demands.

Minimum Qualifications

  • High school diploma or GED.
  • At least 6 months of employment related to customer service.
  • Any combination of training and work experience which indicates possession of the knowledge abilities and skills listed below will be considered.
  • Employees performing remote work from home office must provide reliable internet connection.

Knowledge Skills and Abilities

  • Knowledge of court decorum and legal terminology;
  • Ability to handle sensitive information and confidential records appropriately and in compliance with all applicable court rules policies and statutes;
  • Ability and willingness to work under pressure and adapt to changing priorities and assignments while maintaining a calm demeanor and high level of accuracy;
  • Ability to communicate concisely and clearly both verbally and in writing as well as understand and follow verbal and written directions;
  • Ability to establish and maintain effective working relationships with others;
  • Ability to learn and utilize new technology including but not limited to e-Filing eSignature Microsoft Office products and document management systems;
  • Ability to manage and prioritize competing demands simultaneously;
  • Ability to exercise independent judgement;
  • Ability to take direction well and maintain a patient professional and positive attitude through challenging circumstances and potentially disturbing testimony and/or evidence.

Preferred Qualifications

  • Six months or more of legal/court education or experience
  • Experience and knowledge in Juvenile Court

Working Conditions
Work is performed primarily in an office setting courtroom or at a public counter. Work involves contact with persons who may be in fear angry confused abusive or threatening. Work may involve exposure to testimony or evidence that may be disturbing.

Physical Demands

Work involves remaining in a stationary position most of the time in front of a computer using a keyboard mouse and telephone regularly operating a computer and other office equipment as well as moving about the work site to print mailings check-in parties call cases into the courtroom access file cabinets office equipment etc..

The deadline for bidding/internal application per article 14 of the collective bargaining agreement between the Minnesota Judicial Branch and AFSCME is July 28th 2025 at 11:55 p.m. Permanent non-probationary employees shall be eligible to bid on any vacancy in the Bargaining Unit for which they are qualified as determined by the Employer. In accordance with the AFSCME labor agreement a successful bidder shall serve a probationary period. Current AFSCME CAT represented employees must have served a minimum of six (6) months in their current position and be in good standing to be eligible to apply.

Rate of Pay
The expected hiring range for this position for external candidates is $22.50-$23.50/hour based on qualifications and experience.
