BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Cluster enables global regional and local actors to meet humanitarian needs. Before crises the cluster works with the stakeholders in high risk countries and regions to strengthening national supply chain resiliency enhancing coordination and promoting a common methodology towards logistics preparedness among the humanitarian community. In crises where these capacities have been exceeded leadership coordination information and operational services are provided. WFP as the lead agency hosts the Global Logistics Cluster (GLC) Support Team in its headquarters in Rome as part of the Humanitarian Logistics Services (HLS) in WFP Supply Chain. HLS focuses on supporting and enabling other humanitarian and development actors. GLC Support Team is comprised of a diverse multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of cooperating humanitarian agencies during large-scale complex emergencies and natural disasters. The GLC Support Team facilitates the process of convening the cluster community supports the development of the strategy including a strong preparedness component and its implementation in accordance with identified objectives and priorities. The support team is accountable to the Logistics Cluster stakeholders and reports on the progress made against the strategy twice a year during the Logistics Cluster Global Meetings. The GLC Support Team also provides training guidance support and logistics surge capacity to the active cluster operations reinforcing the capacity on staff on the ground Objective: Contribute to the implementation of the GLC Work-plan and Logistics Cluster Strategy to ensure that Logistics Cluster operations at field level meet the expectations of partners and donors for logistics and preparedness support through coordination information management and service provision. Further contribute to GLC activities at global level such as supporting the Logistics Cluster Community of Partners partnership networks information provision trainings and preparedness. Provide ad-hoc support to the INITIATE2 project co-launched by WFP and WHO in 2021.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Support the monitoring and reporting responsibilities of the GLC by maintenance and development of new tools and improvement of existing procedures in order to maintain the highest degree of transparency and accountability to the stakeholders.
2. Support field operations in close coordination with the GLC Operation steam. 3. Ensure Logistics Cluster Field Officers (IM and Preparedness Officers) are informed of information management tools communication materials and systems made available by the GLC.
4. Coaches mentors trains and otherwise supports Field Logistics Cluster Information Management Officers in the fulfilment of their duties and in their professional development ensuring inter alia that staff have an up to date understanding of the cluster approach tools and mandate undertake field missions and trainings when required.
5. Together with the relevant Desk Officer provide advice and support on the preparation of Concept of Operations Gaps & Needs Analysis Standard Operating Procedures (SOPs) CSP/LEO Narratives & Budgets ensuring they are regularly revised/updated as required.
6. Provide advice and support on drafting of funding Proposals for Emergency Operations including Advanced Financing proposals CERF ECHO DFID & others.
7. Collect data and different KPIs from different Logistics Cluster/Sector operations for global reporting purposes maintaining the consistency across the different operations.
8. Ensure that accurate consistent information concerning all Global Logistics Cluster operations is entered into current standardized templates and posted on the Logistics Cluster website while providing constructive feedback to Logistics Cluster field personnel.
9. Build and maintain links with other GLC partners working towards common logistics preparedness goals as a means to build and maintain technical and response capacity.
10. Collaborate with relevant parties/stakeholders on in-country preparedness related mapping activities and analyses of mapped networks.
11. Deploy as a Logistics Cluster Field IM Officer as required and be capable of fulfilling all duties specified in the Field IM Officer ToR.
12. Deploy to emergencies as first surge and set up the Information Management structure for the response.
13. Lead the reporting responsibilities of GLC in order to maintain the highest degree of transparency and accountability to the stakeholders.
14. Establish and maintain internal and external information sharing mechanisms and systems; documentation formats assessment formats central file store operations archive reporting systems. And develop and draft appropriate guidelines and procedures to ensure consistent use of new IM tools.
15. Provide guidance in the development of new IM products and support the improvement of existing ones.
16. Ensure publications are in line with GLC standards and templates.
17. Prepare briefing materials for donors and GLC partner organizations as requested; input on new projects to improve communications information sharing and coordination between Logistics Cluster participants; and reports to internal or external stakeholders concerning specific GLC activities and projects and/or particular Logistics Cluster operations.
18. Ensure that accurate consistent information concerning all Global Logistics Cluster operations is made available via the Logistics Cluster platforms through focused communications materials and in standardized and/or ad-hoc reports upon request from partners and WFP management.
19. Support the implementation of INITIATE2 including monitoring and reporting logistics support and knowledge management and innovation or assist in the implementation of project management tools as well as support the organization of meetings.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in economics social sciences international relations communications journalism or related field; or the equivalent combination of education and experience. Experience: Three to five years of professional experience in an international context including: responsibility in information management communications and/or reporting roles; experience with reporting/tracking systems; working in an emergency response; project support experience. Previous experience in emergencies or work in developing countries is important. T
Knowledge & Skills: Excellent written and verbal communications skills; high attention to detail and proofreading ability; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; good communicatiaon skills; ability to work independently while asking questions and seeking support in a fast-paced work environment; good data analysis skills; project management knowledge.
Languages: Fluency in both English and French spoken and written language is required. Knowledge of Spanish and other UN languages is a plus
