DEPT OF EMERGENCY AND MILITARY AFFAIRS

The Department of Emergency & Military Affairs (DEMA) led by The Adjutant General provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sectionsoperations preparedness and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally DEMA is the headquarters for the Arizona National Guard the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community state and federal missions.

Job Summary:

The Preparedness Reservist position serves in a part time on-call as-needed position.
The Preparedness Reservist Specialist supports the Planning Training and Exercise Branches in advancing statewide emergency preparedness efforts. This position assists in the development coordination and maintenance of emergency plans training programs and exercise initiatives to enhance Arizonas emergency management capabilities. Key responsibilities include providing technical planning assistance to local county tribal and state partners supporting training delivery and instructor contract processing and assisting with exercise planning and implementation in alignment with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. Additionally the Preparedness Reservist supports document management research and coordination efforts to ensure consistency and accessibility of emergency management resources. The incumbent will also receive training in emergency management principles and SEOC/EOC operations and may be assigned to the State Emergency Operations Center (SEOC) Plans Section during activations or exercises. As needed this position may deploy through the Emergency Management Assistance Compact (EMAC) for disaster response and recovery missions.

Personally prepares for any time (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.

Job Duties:

Responsibilities include:
Supports the Planning Branch in developing reviewing and maintaining emergency management plans policies and procedures. Provides technical planning assistance to local county tribal and state partners. Assists in coordinating and facilitating planning meetings workshops and presentations. Conducts research to enhance planning efforts and supports document organization to ensure consistency and accessibility.
Develop maintain and support the processing of Adjunct Instructor contracts. Establish and maintain effective working relationships with administrative personnel related to the processing and tracking of instructor travel claims and vendor payments. Supports the Training Branch in the delivery of training classes workshops orientations and other events. Assist with training files and record maintenance. Supports internship program activities.
Develop conduct and maintain exercise planning efforts following Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. Updates exercise reports and documentation. Supports the Exercise Branch by providing assistance with the delivery of internal and external exercises to include fulfilling exercise roles such as scribes controllers and evaluators. Assists with exercise files and record maintenance.
Attends training opportunities to learn and maintain a working knowledge of emergency management principles standards and practices. Trains for specific SEOC/EOC/MACC positions and performs duties as assigned in accordance with internal agency policy. Assigned to the State Emergency Operations Center (SEOC) Plans Section during activation or exercises or other SEOC positions as required. Depending on situation could be assigned to Emergency Management Assistance Compact missions out of state for disaster response and recovery missions.

Knowledge of:
General knowledge/understanding of laws rules and regulations related to disaster preparedness mitigation response and recovery.
Knowledge of preparedness mitigation response and recovery principles and operations.
Appropriate methods of communication and active listening.
Knowledge of Emergency Operations Center principles and Incident Management Team operations.
Principles practices and trends in emergency management plans training and exercise.
Emergency management education and training program instructional materials development and curricula development.

Possess a basic skill in operating a personal computer and working with various Microsoft (Word Excel) and Google programs.

Selective Preference(s):

Desired qualifications include any combination of experience education and training that meets the knowledge skills and abilities as described. FEMA Professional Development Series (PDS) and Advanced Professional Series (APS) preferred. Bachelors degree in emergency management public administration public safety business management political science or public health. Two years of experience in developing conducting and evaluating emergency plans training and exercise programs or a combination thereof.

Pre-Employment Requirements:

Requires possession of and ability to retain a current valid AZ state issued drivers license. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete the required driver training (See Arizona Administrative Code R.12).
In and out of State travel may be required.
Selected incumbents are required to pass a criminal background investigation and have identification enabling them to enter federal facilities.
