CHFA acting as an allocator of housing tax credits and as a lender is responsible for monitoring borrowers and owners to ensure certain environmental and construction processes are completed in accordance with program guidelines and regulations. The person in this position will act as CHFAs subject matter expert on environmental reviews and issues and will support CHFAs construction management functions on various projects. The primary focus of this role will be environmental reviews in accordance with the National Environmental Policy Act (NEPA) as it relates to a variety of multifamily housing programs administered by CHFA. In conjunction with the focus on environmental processes and issues this role will also perform significant construction monitoring activities during both underwriting and construction phases of projects.
essential functions
- Environmental Review: CHFA is designated as a Responsible Entity (RE). As an RE CHFA engages in all activities necessary for compliance with the Council on Environmental Quality (CEQ) regulations and following the National Environmental Policy Act (NEPA). This position includes the following responsibilities:
- Responsible for all stages of the NEPA process required by CHFA in order to fulfill its obligation as the Responsible Entity as it relates to recipients of HUD funds throughout Colorado.
- Review Phase I documentation for completeness and compliance as part of CHFAs Housing Tax Credit underwriting process.
- Perform reviews of environmental documents including Exempts CENSTs CESTs and EAs to ensure that they meet 24 CFR Part 58 requirements.
- When necessary perform studies and write environmental documents as required.
- Evaluation of environmental conditions and application of ASTM review processes as they apply to project conditions/reviews which includes working with other Divisions within CHFA.
- Perform a thorough and acceptable environmental review with all supporting documents for inclusion in the Environmental Review Record (ERR); such documentation is subject to future audits performed by the HUD Region XIII Office.
- Collaborate with other REs for cooperative reviews when appropriate.
- Construction Services:
- Perform construction monitoring and property inspection functions. Participation in the underwriting process through physical inspection of collateral identification of environmental issues make initial recommendations and implement approved actions
- Acts as lenders representative throughout the construction process.
- Reviews rehabilitation and new construction loan proposals for overall project feasibility which would include reviewing construction contracts contract documents cost estimates specifications and blueprints ascertains compliance with federal state and local codes HUD standards and Davis-Bacon Wage Requirements.
- General:
- Understanding of the following programs as they relate to the specific environmental and construction processes: Housing Tax Credit Allocation (LIHTC and MIHTC) Proposition 123 programs CHFA multifamily lending products including 542 (c) risk-share and New Market Tax Credit (NMTC) Program
- Participate and contribute in all activities and/or projects that directly support CHFA in fulfilling its mission and achieving its vision through dedication to the community in which CHFA serves operational excellence and fiscal responsibility.
- Other duties as assigned.
knowledge skills and ability
Must possess:
- Strong expertise in creating and/or reviewing environmental and NEPA related documents specifically as they relate to multifamily construction industry
- Knowledge of ASTM review processes as they apply to project conditions/reviews
- Ability to make effective presentations in a clear and concise manner
- Knowledge of computer software programs such as Microsoft Word Excel Project etc.
- Ability to establish rapport effectively communicate orally and in writing and provide excellent customer service with persons of diverse ethnic racial and cultural backgrounds.

Preferred:
- Ability to read and interpret construction documents (plans and specifications)
- Knowledge of civil structural mechanical and electrical systems
- Ability to interpret local codes have a thorough understanding of construction terminology and be capable of production cost pricing including knowledge of construction estimating and accounting practices
- Knowledge of Davis-Bacon wage requirements
- Understanding of the following programs as they relate to the specific environmental and construction processes: Housing Tax Credit Allocation (LIHTC and MIHTC) Proposition 123 programs CHFA multifamily lending products including 542 (c) risk-share and New Market Tax Credit (NMTC) Program
- Ability to understand the correlation between construction maintenance practices property management techniques and prudent underwriting procedures
experience/education
- Requires bachelors degree in environmental science/planning Construction Management Architecture Engineering or related field or three years of environmental review construction management and/or lending in new construction.
- Prior experience demonstrating the knowledge skills and abilities to evaluate potential environmental impacts of construction of multifamily housing and other environmental planning and review actions.
- Preferred coursework or experience in NEPA requirements and procedures property management construction management and construction loan underwriting practices.

work environment
The incumbent in this position will perform the essential functions of the position in a hybrid office environment and at construction sites with or without accommodations. Extensive travel may be required in the state of Colorado. This position requires high levels of interaction and collaboration with others.

$89000 $114000 plus bonus opportunity
