HumeLink West Project

Two CIMIC Group companies UGL and CPB Contractors have been selected by Transgrid to deliver the 130km western section of the HumeLink high voltage electricity transmission project.

HumeLink is a new 500kV transmission project which will connect Wagga Wagga Maragle and Bannaby in regional NSW that will significantly increase the capacity of the electricity network in Australias eastern states. HumeLink is one of Australias largest energy infrastructure projects with about 365kms of proposed new transmission lines and a range of other new and upgraded infrastructure.

The HumeLink West scope of works worth $1.4bn includes delivery of new 500kV double circuit transmission lines spanning 140kms from Wagga Wagga Substation to a new Substation at Gugaa the Interface Point with HumeLink East near Gundagai and a new substation at Maragle in the Snowy Mountains for future connection to Snowy 2.0.

The Opportunity

We are seeking an experienced Commissioning Manager to join the HumeLink West team.

Please note this role is DIDO/FIFO or relocation where additional allowances will apply.

Lead the successful delivery of the Commissioning team to ensure that the process of testing & commissioning preparation and execution is managed planned documented resourced and executed meeting technical requirements as defined by the contract documents whilst meeting project budget and program requirements. The Commissioning Manager is responsible for planning coordinating and overseeing all commissioning activities for transmission lines and substations to ensure the systems meet design specifications safety standards and performance criteria. Technical lead for energisation testing and final handover of all electrical infrastructure systems.

Key Accountabilities

  • Develop and implement the commissioning strategy plans and procedures for the transmission line and substation.
  • Coordinate with engineering procurement construction and Quality/Completions teams to ensure readiness for commissioning.
  • Lead the development of detailed commissioning schedules and integrate them into the overall project timeline.
  • Review and approve method statements inspection and test plans and commissioning documentation.
  • Ensure all commissioning activities comply with regulatory environmental and safety requirements.
  • Supervise functional and performance testing of primary and secondary systems including protection relays and control systems.
  • Coordinate energisation and de-energisation procedures with utilities contractors and operators.
  • Manage commissioning team resources including technicians subcontractors and third party specialists.
  • Maintain documentation and issue commissioning reports punch lists and close-out packages.
  • Interface with client representatives utilities and independent engineers to verify testing and commissioning compliance.
  • Support the handover process and assist in in resolving any post-commissioning technical issues.
  • Manage construction budgets and forecasting.
  • Test and verify field production progress against budget quantities and cost to drive realistic and achievable forecast.
  • Review and document risk & opportunity analysis in alignment with project requirements.
  • Identify and report any claim and variation opportunities to commercial team.

About You

  • Engineering degree qualified
  • Technical staff leadership experience
  • Minimum 10 years experience in testing and commissioning preferably transmission lines and substations
  • Ability to mentor and develop other engineers
  • Strong communication skills (verbal & written) including strong negotiation and influencing skills
  • Demonstrated ability to work independently

The successful candidate will be required to hold a current Construction Industry Induction Card (White Card or equivalent) and undergo a medical assessment (including drug and alcohol testing) prior to commencement.

Where applicable evidence of tertiary qualifications and proof of right to work will be required prior to successful appointment.
