This is highly advanced professional and technically complex work analyzing designing implementing and maintaining departmental automated/computerized systems.
Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished by its leadership responsibility and by its advanced technical and operational skill with emphasis on complex automated/computerized systems and project management responsibilities.

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Performs as the departmental automated/computerized systems expert.
Performs and oversees the analysis design implementation and administration of automated/computerized systems such as SCADA Outage Management EMS and Geographic Information Systems computer aided dispatch systems and work management and tracking systems.
Conducts detailed analysis of complex systems and departmental applications including preparation of specifications codes and test data and debugs highly complex systems using advanced programming languages and development techniques.
Oversees use of complex departmental systems specialized software applications including system generation compilers link editors assemblers and other vendor supplied systems software packages.
Acts as the liaison to the Information Technology department coordinating the replacement/upgrade/installation of voice and data networking equipment and improving systems.
Assists Technical Systems Analysts and other programmers and programmer/analysts.
Evaluates hardware/software needs and training/documentation.
Identifies prioritizes and resolves reported problems including data account administration email desktop and application issues.
Maintains department specific systems program libraries and technical manuals.
Plans schedules and implements modifications to the computer operating system.
Evaluates automated/computerized system failures and assists in their recovery.
Provides technical expertise needed in equipment and operating system conversion and configuration changes.
Functions as the Subject Matter Expert for departmental automated/computerized systems.
Reviews evaluates and recommends emerging technologies state-of-the-art languages tool sets and advanced technologies.
Ensures advanced levels of security by loading application and operating-specific patches certificates and implementing network security methodologies.
Assists in contract negotiations with outside vendors and monitors compliance with contract terms.
Assists with budget preparation for the departmental automated/computerized systems.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
May require on-call responsibilities.
May require after-hours and weekend support responsibilities.
May function as a team leader.
May be responsible for enforcing the drug policy based on physical location and organizational structure.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor degree from an accredited college or university with major course work in information technology computer sciences data management and analytics. computer programming information science or systems engineering and four (4) years of progressively responsible Information Technology experience relevant to the needs and subject matter of the hiring department or
An Associate degree from an accredited college or university with major course work in information technology computer sciences computer programming information sciences or system engineering and six (6) years progressively responsible Information Technology experience relevant to the needs and subject matter of the hiring department.
Or an equivalent combination of education training and experience.
Active certification from a generally accepted licensing organization in database network security management and implementation or application software as required by hiring department may substitute for up to one (1) year of experience.
Applicants assigned to Police or Fire must have no conviction of a felony or a misdemeanor involving moral character perjury or making false statements; nor after July 1 1981 have pled guilty or nolo contendre to or have been found guilty of any such crimes. CERTIFICATIONS OR LICENSES
Licenses
Valid driver license required. Valid Florida driver license required within 30 days of appointment.
Certifications
Certification in database network or security management and implementation from an industry accepted authority is desirable.
KNOWLEDGE SKILLS AND ABILITIES
Depending on area of assignment:
Expert level knowledge of principles practices and methodologies of computer operating systems functions.
Expert level knowledge of database design techniques.
Knowledge of real-time or relational databases.
Working knowledge of database application software data mining data analytics and reporting.
Expert level knowledge of computer systems programming and management techniques.
Proven ability to work on multiple projects (multitask).
Working knowledge of database application software data mining and reporting.
Knowledge of real-time databases.
Thorough knowledge of one or more of the following: web-based applications Supervisory Control and Data Acquisition (SCADA) various communication media and protocols Trunked Radios mobile wireless Records Management Systems Computer Aided Dispatch Systems electronics Computer Network methodologies and protocols.
Ability to work effectively with coworkers and the general public.
Ability to communicate effectively both orally and in writing.
Ability to work without supervision
Ability to work effectively in team-oriented environment.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

WORK ENVIRONMENT
