Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Rapid Transit Commercial Management Office is looking for a Manager to join the ream to support the Hamilton LRT project. You will lead and provide commercial oversight for the Hamilton LRT and provide stakeholder management vendor management as well establish and maintain commercial performance reports.

What will I be doing
  • Collaborate with Procurement Services and the corporate legal team to prepare complex contractual clauses that align with commercial best practices while meeting program and project objectives.
  • Manage the procurement activities during the RFP phase as directed by the Commercial Director
  • Monitor commercial performance management provide resolutions for issues oversee and collaborate on contract change requests/amendments and standardized internal processes that contribute to achievement of desired service levels and Key Performance Indicators (KPIs).
  • Contribute to authoring and assisting in the review and analysis of the Divisions highly complex Capital Project tenders and contract documents to ensure that the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of Metrolinx.
  • Advise vendors in writing on remedial actions for contract breaches escalating non-compliance situations to business unit leaders for further action and outlining contractual remedies available for addressing non-compliance.
  • Engage with Metrolinx Business Units Stakeholders and Vendors to gain necessary buy-in and coordinating contract work to meet stakeholder requirements.
  • Identify opportunities for commercial strategy innovation risk mitigation and continuous improvement of commercial and contract management contract administration and risk control.
What Skills and Qualifications Do I Need
  • Completion of a degree in Contract/Construction Law Planning Business Administration Engineering or a related discipline or a combination of education training and experience deemed equivalent.
  • Demonstrated experience managing the administration of large multi-billion dollar construction contractual agreements and teams ideally for an owner/public sector agency involving large-scale infrastructure/transit projects.
  • Experience in collaborative contracting models such as Progressive Design Build Alliance IPD etc. would be an asset.
  • Skilled in the development and communication of internal administration policies procedures and best practices preferably in mobility transit and/or infrastructure industries.
  • Extensive experience in the interpretation of contract law and Ontario legislation (e.g. Construction Lien Act Professional Engineers Act Canadian Construction Documents Committee documents bespoke contract documents specifications and drawings and legal statues and proceedings).
  • Skilled in managing complex stakeholder relationships and fostering collaboration in an alliance environment.
  • Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues identifying a priority ranking of issues and providing well-researched and concise answers to anticipated questions; to prepare strategy documents and issue reports.
  • Strong verbal communication/consultation skills to facilitate a balance between consultation versus informing of external stakeholders.
