The South Dakota Department of Transportation (SDDOT) has a perfect opportunity for you as a Region Operations Beautification and Billboard Technician!

Job Description:
The Region Operations Technician (Beautification and Billboards) is responsible for maintaining the accuracy of sign billboard and junkyard data customer compliance with Federal and State outdoor advertising and junkyard laws and environmental outreach programs such as Adopt-A-Highway activities along State highways throughout a Department of Transportation Region. Duties may include but are not limited to:
  • Outdoor Advertising (Billboard) - Reviews and recommends approval/denial of requests for outdoor advertising (billboards) along State highways to ensure compliance with Highway Beautification regulations. This includes conducting an annual inventory to ensure owners and landowners comply with federal and state guidelines and regulations;
  • Right-of-Way Billboard Negotiations - Provides DOT Right-of-Way with determination of billboard status and supporting documentation to ensure accurate information is provided for Right-of-Way negotiations;
  • Off Right-Of-Way Directional Signs - Reviews and recommends approval/denial of requests for Off Right-of-Way Directional Signs along State highways to ensure compliance with South Dakota Administrative Rules;
  • Business Signs on Specific and Supplemental Information Panels (LOGOS) - Reviews and recommends approval/denial of requests for Business Signs on Specific and Supplemental Information Panel (LOGO) permits and oversees installation of panels to ensure compliance with South Dakota Administrative Rule 70:01:06.02;
  • Inventory on Business Signs on Specific and Supplemental Information Panels (LOGOS) - Conducts inventory on Business Signs on Specific and Supplemental Information Panels (LOGOS) to ensure appropriate installation maintenance/repair legal permits and compliance with federal and state guidelines and regulations;
  • Tourist Oriented Directional Signs (TODS) - Reviews and recommends approval/denial of requests for Tourist Oriented Directional Signing Application (TODS) permits and oversees installation of panels to ensure compliance with South Dakota Codified Law 10-45D-1 and South Dakota Administrative Rule 70:04:02;
  • Junkyard Control Program- Inspects and monitors junkyards within 1000 feet of controlled State highways and assists landowners of visible junkyards to ensure compliance with South Dakota Codified Law 31-30;
  • State Highway Traffic Studies and Pavement Marking Inspections;
  • No Passing Zones Determinations - Determines identifies and coordinates installation of No Passing Zones on State Highways and country roads to ensure compliance with Manual on Uniform Traffic Control Devices (MUTCD) and/or DOT policies and procedures;
  • Procurement of Equipment Equipment Part(s) and Materials -Orders receives and issues equipment equipment parts and materials according to State policies and procedures to ensure timely and appropriate procurement of items;
  • Warehouse Inventory Transfers Issues and Account Receivables - Transfers inventory between Department of Transportation warehouses or other state agency or governmental agency per policies and procedures to assist in inventory management control;
  • Inventory Control for Region Warehouse- Secures monitors and adjusts inventory for the Region Traffic Warehouse(s) to ensure inventory is secured and to ensure adequate supply and disposal of inventory items per policies and procedures and legislative audit guidelines;
  • Annual Inventory - Conducts annual inventory of Region warehouses to ensure accurate accounting of items on Warehouse Inventory Report;
  • Temporary Traffic Control - Provides temporary traffic control through and around temporary emergency/hazardous sites and non-sign/striping related work zones (e.g. contractor special events etc.) according to established standards;
  • Training Development & Work Direction -Attends training andprovides training and work direction to Region Operations striping crew ensuring staff are aware of and following standard rules policies and procedures.
  • Safety - Maintains and promotes a safe work environment and participates in public safety awareness activities. Other duties as assigned;

  • walk over many kinds of terrain.

Position Requirements:
Occasional in-state travel with overnight stays may be required.

Work assignments are frequently performed outside and around highway traffic.

A valid driver license is required.

Compensation:
The total compensation of Hourly Wage State/Federal Benefits for a typical year for entry level Region Operations Beautification and Billboard Technician is approximately $71022.00 annually.

This position is eligible for Veterans Preference per ARSD 55:10:02:08.
