Inter-Agency Coordination Associate

Organizational Setting and Work Relationships
The Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination Unit. S/he normally reports to the Senior Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.


Duties
- Provide support to the Senior Inter-Agency Coordination Officer (Inter-Sector Working Group and Sector Gender Focal Points Network Coordinator) and bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
- Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision strategy and guidance.
- Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies work plans budgets and other planning documents which will feed into the main Regional Refugee Response plan.
- Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
- Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
- Ensure cross-cutting issues including gender equality programming are properly reflected in Sectors/Sub-sectors activities.
- Coordinate identify process and elevate relevant topics/issues to Senior Inter-Agency Coordination Officer referring to UNHCR policy decisions and guidance when needed.
- Coordinate quality timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working groups agendas and work plans.
- Act as the information management focal point for the Sectors/Sub-sectors under responsibility with duty to collect and compile data on activities analyse and present information on the sector activities in a concise manner and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics.
- Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors including the calendar of meetings uploading of documents updating sector relevant information and member information.
- Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations events workshops trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
- Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Essential
Knowledge of UNHCR and interagency policies standards programmes and humanitarian operations in operational context. Demonstrated coordination and inter-personal skills. Drafting skills and strong ability to collect analyze and communicate information in written/oral formats.

Desirable
Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset. Emergency response experience is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills - with a preference for ability to use Excel Powerpoint Publisher etc. Some knowledge of data base design and management will be an asset.

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL) except the northeast Jordanian Syrian border area where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions low visibility and/or heavy traffic.

Nature of Position:

UNHCRs Inter-Agency Coordination Unit in Jordan leads inter-agency coordination for the humanitarian response to the Syria crisis in Jordan. Coordination goes back to 2013 and operates through a multi-sectoral structure encompassing seven key sectors: Education Food Security and Basic Needs Health Economic Empowerment Shelter Protection and WASH (water sanitation hygiene). This structure is further supported by sub-sectors and task forces. Coordination and dialogue among stakeholdersincluding the Government donor community civil society and development actorshave been facilitated through various inter-linked platforms and ad hoc efforts.

At the national level the Inter-Sector Working Group (ISWG) was established to ensure coherence in the multi-sectoral response. The ISWG supports coordination advocacy strategic and operational planning programming and resource mobilization. Similar structures exist at the Governorate levels and in refugee camps such as Azraq and Zaatari. Over the years this coordinated response has played a significant role in stabilizing the impact of the crisis focusing on refugee protection and preventing increased socio-economic vulnerability among refugees and host communities.

The ISWG in Jordan adopts a protection-centric approach prioritizing the safeguarding of individuals throughout all phases of the response to ensure inclusivity and durable solutions for Syrian refugees. It emphasizes enhancing self-reliance by supporting local opportunities livelihoods and advocating for supportive legal frameworks. The ISWG also promotes social cohesion particularly addressing tensions over employment through conflict-sensitive programming and strengthens local institutional capacities in alignment with national strategies such as the Jordan Economic Modernization Vision. Additionally the ISWG explores synergies with global initiatives like the Global Compact on Refugees and the UN 2030 Agenda for Sustainable Development integrating cross-sectoral gender and age-responsive approaches to build sustainable solutions and enhance humanitarian-development coherence.

Amman: Jordan has a total population of 9.4 million people. Amman houses 42% of Jordans population 4.008 million making it the populous city in the country. Amman is categorized as (A) duty station.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcares international appeal nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
