Brief Description of Duties

The Project Manager serves as a key administrative and operational lead for projects and initiatives within the University of the District of Columbia Community College (UDC-CC) providing strategic and day-to-day support to the Dean. This role encompasses personnel coordination program operations and a strong emphasis on budget and fiscal management of grants contracts and institutional funds.

Essential Duties and Responsibilities

  • Initiates monitors and ensures the timely execution of administrative processes related to program operations staffing records fiscal management and monitoring.
  • Manages budgeting tasks including the development monitoring and reconciliation of departmental grant and project budgets.
  • Provides comprehensive fiscal oversight for all funded activities; ensures financial integrity by verifying available funds prior to commitments confirming account codes and tracking obligations.
  • Develops and maintains monthly budget reports expenditure summaries and balance statements; shares updates with the Dean and other stakeholders.
  • Prepares and submits financial documentation such as invoices budget justifications adjustments and quarterly fiscal reports for grantors and university finance offices.
  • Reviews processes and tracks vendor and contractor invoices for compliance and timely payment.
  • Manages records for tuition and fees supported by various grants; ensures compliance with fiscal requirements and institutional policies.
  • Conducts grant audits and reconciliations; retains documentation for audit trails and compliance monitoring.
  • Participates in budget planning for new initiatives strategic priorities and funding proposals.
  • Collaborates with the Dean and finance staff to ensure budget alignment with institutional policies goals and grant stipulations.
  • Trains and supervises personnel supporting fiscal or project-related tasks.
  • Serves as the point of contact for fiscal and administrative matters for internal and external stakeholders including auditors and funding agencies.

Fiscal and Budget Oversight Responsibilities (Expanded):

  • Tracks budget allocations and expenditures across multiple grants and institutional funding sources.
  • Supports the preparation and review of annual budgets spending plans and funding proposals.
  • Monitors procurement activity to ensure alignment with approved budgets and cost principles.
  • Maintains compliance with university city and federal financial regulations.
  • Advises the Dean on budget forecasts fiscal risks and financial sustainability.

Required Knowledge and Skills:

  • Demonstrated expertise in budget development monitoring and reconciliation
  • Knowledge of grants management principles and federal/state funding guidelines
  • Proficiency with financial software systems and spreadsheet analysis tools
  • Strong organizational and communication skills
  • Knowledge of UDC or District government procurement and fiscal policies (preferred)
  • Demonstrated knowledge of managing fiscal operations through the use of Banner

Minimum Job Requirements

  • Bachelors degree in Business Administration Public Administration Finance Higher Education Administration or a related field.
  • Minimum of 35 years of progressively responsible experience in project coordination administrative management or budget oversight.
  • Demonstrated experience in fiscal management including budget preparation reconciliation and reporting.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFSCME local 2087 and you may be required to pay an agency service fee through direct payroll deduction.

Residency Preference:A person applying for a position who is a bona fide District resident at the time of application for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. If selected the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988 the individual selected to fill this position will as a condition of employment be required to notify his/her immediate supervisor in writing not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a satisfactory backgroundinvestigation is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
