This is an exciting and unique opportunity in the Commonwealth context to work towards the continued success of the Norfolk Island community. This position plays a critical role in leading the section that has the responsibility for delivering key government services on Norfolk Island including schooling health facilities policing and a number of service delivery agreements on Norfolk Island. In addition to supporting on the ground service delivery there is a strong policy and governance focus in the role supporting stakeholder engagement in particular with Queensland Government agencies - community consultation and providing recommendations to Ministers. The work is diverse fast paced and involves engagement across the department and government.
This is a challenging role and the successful applicant will demonstrate the ability to:
- Negotiate and lead the provision of high-quality contracted services;
- Develop robust evidence-based policy and implementation strategies; and
- Collaborate in a high-pressure environment and build and maintain productive partnerships and negotiate respectfully and effectively with a broad range of stakeholders
Working under the broad direction of the relevant Assistant Secretary and across the Director cohort you will be responsible for:
- Leading a team to research analyse and provide advice on a range of issues impacting communities on Norfolk Island including ensuring fit for purpose governance structures.
- Deliver complex programs and manage major contracts including strategic planning for longer term initiatives and/or major investments or procurements.
- Develop and maintain productive working relationships with a wide array of stakeholders including the Administrator of Norfolk Island Norfolk Island Regional Council community groups and business Commonwealth and State Government agencies.
- Lead and promote quality administrative decision making consistent with approved delegations.
- Provide briefing for the Executive on staffing expenditure recruitment performance management parliamentary and corporate coordination activities.
- Plan and monitor of work processes (including contract management) quality assurance practices and setting of performance indicators for the team.
- Work with the Assistant Secretary and colleague Directors to set the overall strategic direction and leadership of the Branch consistent with the priorities established by the Departmental Executive.
Who are we looking for
To be successful in this role you will have a strong experience in working in a diverse environment and also demonstrate the following:
- Experience in policy development skills including a capacity to look at issues from a range of perspectives including consideration of options and potential impacts.
- The ability to deliver complex programs and manage major contracts on time and on budget including strategic planning for longer term initiatives and/or major investments or procurements.
- Experience in applying established legislation policy governance frameworks and guidelines to decision-making in situations that involve complexity and sensitivity.
- The ability to build partnerships and networks across the Department all levels of government with service providers and with the community gaining their co-operation and input.
- The ability to act decisively based on sound judgement and strong analytical thinking and problem-solving skills including the ability to take a strategic perspective and develop long-term plans and solutions.
- Strong oral and written communication skills including the ability to influence and gain acceptance of change.
- The ability to lead mentor and develop others to build an effective high functioning team. Experience managing operational functions and/or teams.
The Director will be ideally based in Brisbane due to the close working relationship required with the Queensland Government. Travel may be required occasionally to Canberra and Norfolk Island.

Eligibility Requirements
Employment with the Department of Infrastructure Transport Regional Development Communications Sport and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:
- Citizenship: candidates must be an Australian citizen at the time of submitting your application.
- Health Assessment: The preferred candidate may be required to undergo a medical examination conducted by the departments preferred medical provider.
- Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline. You must be willing to disclose all relevant and required information. You must have lived in Australia or have a checkable background for at least the preceding five years for Baseline Vetting clearances.
