Position Overview

The Business Development Grant Manager (SPSA) role will work to manage and bring to life the competitive business attraction retention and training-related grant programs that DCEO manages. This includes Prime Sites the Employer Training Investment Program the Illinois Enterprise Fund and the Illinois Business Attraction and Support Fund. This role is an exciting opportunity to shape and mold these programs to positively create and retain high-paying jobs in Illinois. Essential Functions

  • Formulates and implements the policy goals and objectives of the Business Development Grants Division.
  • Develops and implements a plan to regularly evaluate various Business Development Grants Division component and as a result develops new and innovative policy objectives.
  • Directs the annual budget development and justification for Division programs.
  • Serves as a full-line supervisor.
  • Represents the agency before various private public and legislative entities concerning state facilitated business development programs.
  • Directs research and evaluation regarding the effectiveness of training initiatives and issue reports regarding various program design options.
  • Evaluates and determines that all program administration requirements are met on a timely basis including proper program and financial reporting.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires the knowledge skill and experience equivalent to completion of four (4) years of college with courses in business administration or related fields.
  • Requiresprior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization with program administration responsibility with business industry related experience.
  • Requirestwo (2) years of experience administering business development incentives (grants tax credits or loans) at the state level.
  • Requires demonstrated progressive increase inmanagement responsibilities with at leastone (1) year of direct supervisory or lead work which includes training mentoring reviewing subordinate work.

Preferred Qualifications

  • Prefers three (3) years ofexperience developing program goals and measurable objectives.
  • Prefers two (2)years of experience in policy or document writing and review.
  • Preferstwo (2) years ofexperience working with business communities to ensure compliance with program requirements.
  • Prefers three (3) years of professional experience in economics marketing and/or business administration.

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history form.
  • Requires appropriate valid drivers license.
  • Requires the ability to travel in the performance of duties with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
