Job Description

DESCRIPTIONThe benefits and business office specialist will assist the Director of Financial Operations and Controller with all benefits cash receipts invoicing and other business office support functions for the Smithfield School District. This includes the: day-to-day benefits management processing FMLA requests cash receipts invoice entry and acting as backup for other confidential business office
  • A minimum of 3 years experience in a public school district municipality or non-profit preferred.
  • Associates degree with a minimum of 3 years relevant work experience or a minimum of 5 years relevant work experience in human resources in lieu of degree. Bachelors degree in related field is preferred.
  • Demonstrated organizational skills and the ability to maintain and prioritize multiple active projects.
  • Must be detail-oriented thorough and can work independently.
  • Proficient in Microsoft Office Suite and Google Applications.
  • General understanding of the RI Uniform Chart of Accounts (UCOA).
  • Ability to communicate clearly and concisely (orally and in writing).
  • Ability to establish and maintain collegial positive and productive relationships and communication with staff and vendors; and to work as a productive member of a team in a highly confidential office.
  • Demonstrated knowledge and ability of the above as evidenced by course work educational experience involvement in professional activities previous work experience professional references and the interview process.
REPORTS TODirector of Financial OperationsREPRESENTATION STATUSUnrepresented Staff Individual ContractDUTIES & RESPONSIBILITIES
  • Ensures the accuracy of all employee and retiree benefits in the Smithfield School Department databases:Responsible for the maintenance of enrollment changes and removal of participants in medical insurance dental insurance life insurance vision insurance disability all benefit materials and determines appropriate to benefit inquiries from employees and retirees on plan provisions benefit enrollments status changes and other general and payment processing of all benefit and administers all leave of absence requests and disability paperwork including Federal and State Family Medical Leave Act (FMLA) medical leaves and personal leaves. Effectively interprets FMLA & ADA implications as they relate to leaves of absence/ records of those on leave to ensure correct practices regarding continuation of benefits under necessary reports for allocation/billing charges for general mandatory COBRA information to qualifying employees and/or dependents. Maintain invoicing system for retiree healthcare payments COBRA and miscellaneous accounts as required.
  • Ensures the accuracy of business operations tasks in the Smithfield School Department databases:Responsible for all cash receipt deposits including preparing deposit for bank creating and entering the appropriate journal entry to general entry and processing for District goods and service benefits accounts traces errors and makes correcting journal entries as hours worked by substitutes (via Frontline reporting) to comply with regulations under the Patient Protection and Affordable Care Act (PPACA)Support completion of IRS requirements including preparation of information annually to Payroll Specialist for Form W-2 reporting of Employer Sponsored Health Coverage and Group Life Term Insurance annual 1099s and information for distribution of Form 1095-C to employees (information of healthcare coverage) and Form 1094C (transmittal form of employer provided health insurance).Assists with payroll processing and reporting as necessary and serves as the backup of the payroll position when required. Backup support to payroll the ability to respond to 403(b) inquiries relating to enrollments plan changes and contribution amounts including catch up contributions.
  • Any other duties to assist the Director of Financial Operations and other business office staff.
