Primary Purpose:
In cooperation with and approval by the Texas Education Agency and the TXMEP Systems Initiative Grant coordinate and administer the Title I Part C Texas Migratory Education Program (TXMEP) Systems Initiative for Texas.

Education/Certification
- Masters degree preferred
- Bachelors degree required
- Texas teaching certification preferred
Skills
- Experience working in Migrant Education is highly preferred
- Experience developing content leading and facilitating trainings preferred
- Effective in the areas of communication and collaboration required
- Effective long-term planning time management and organization skills are required
- Knowledge of federal programs is highly preferred
- Broad knowledge of Texas Migrant Education Program System components highly preferred: TxNGS MSIX ID&R Certificates of Eligibility
- Experience in project management to include working with multiple high-priority projects.

Major Responsibilities and Duties:
- Assists the Coordinator as the TXMEP Systems Initiative lead in the organization and development of all TXMEP Initiative deliverables.
- Collaborates with TXMEP Systems team to create develop and maintain an online certification course on Identification and Recruitment (ID&R) for Title I Part C recruiters.
- Provides ID&R trainings and resources in collaboration with the Coordinator including timely updates to the ID&R manual.
- Facilitates and coordinates focus group meetings related to ID&R Texas New Generation System (TX-NGS) and Out-of-School Youth (OSY).
- Develop and maintain a searchable FAQ document for ID&R available to Title I Part C recruiters.
- Develop and provide training resources on ID&R (including OSY) TX-NGS and Migrant Student Information Exchange (MSIX). virtually or face-to-face at the request of TEA.
- Assists the TXMEP Systems team to create and maintain a TXMEP Helpdesk to provide technical assistance and support to ESCs on ID&R TX-NGS and MSIX.
- Represents the TEA on the Technical Support Team (TST) as a member of the nationwide Identification and Recruitment Consortium (IDRC) Incentive Grant.
- With the assistance of the coordinator collaborates with designated staff from the TEA to approve material used in the creation of training websites training videos online modules and printed material for ESCs and LEAs.
- Assists Coordinator in developing tools resources and publications in a variety of formats related to improving ID&R practices across the state.
- Assists the Coordinator in creating conducting and analyzing data from recruiter assessments Helpdesk requests and Focus Group members and using this data to assist in developing tools publications training resources and statewide workshops/trainings (in person and via online platforms) for ESCs and MEP recruiters.
- Collaborate with MEP Capacity Building Initiative to add and update resources on the TMEP web portal.
- Attends weekly meetings with TEA TX-NGS Vendor and TXMEP Systems Initiative team to communicate status of projects and areas of concern/feedback
- Travels as requested by TEA to fulfill TXMEP Systems Initiative and TST responsibilities.
- Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the service area director. A functioning cell phone means that it is charged activated messages checked and mailbox emptied regularly.
- Reports for work ready to perform responsibilities.
- Performs duties that directly and/or indirectly impact student performance in Region 16.
- Maintains a professional level of confidentiality regarding all ESC matters.
- Supports the mission goals and objectives of the ESC strategic plan.
- Upholds and adheres to safety rules and policies of the ESC safety program.
