Job Description


The Program Director for the CRP/HYS Housing Department establishes and maintains social service networks in communities implements program philosophy and goals maintains and increases the infrastructure of services and actively participates in the Mid-Willamette Valley Community Action Agency directors team. This position supervises program staff to ensure achievement of program goals as well as compliance with agency policies and procedures. This position will also work with MWVCAA sub-recipients focus on program development and develop equitable pathways to ensure positive housing outcomes.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge skills and/or abilities required of this position.

EDUCATION and/or EXPERIENCE

  • Bachelors degree in Administration Social Services or a related field.
  • Four years of experience in administration or program management/coordination in a social service or community services setting.
  • Two years of supervisory experience.
  • A preference will be given to those with experience managing/coordinating programs working with vulnerable or at-risk populations including people experiencing homelessness or at-risk of homelessness.

CERTIFICATES LICENSES REGISTRATIONS

  • Driver qualifications are required for this position. Valid driver license insured vehicle available for use on the job and a satisfactory drive record for the previous three years are required.
  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
  • Candidate must pass Oregon Department of Human Services criminal background check.
  • BLS/First Aid Certification or the ability to obtain within 60 days of hire.
  • Candidate must pass pre-employment and random drug/alcohol screenings.

KNOWLEDGE SKILLS AND ABILITIES

  • Grant and Budgeting Expertise: Familiarity with federal state and local grant procedures and budgeting requirements; ability to gather report data and maintain grant funding.
  • Problem-Solving & Analytical Skills: Skills in addressing challenges where little standardization exists; ability to read analyze and interpret scientific technical journals financial reports policy and legal documents.
  • Communication Skills: Effective presentation and written communication skills to senior management staff public groups youth and community partners.
  • Interpersonal & De-escalation Skills: Demonstrated ability in de-escalation motivational interviewing active-listening and building healthy boundaries and relationships with youth and community partners.
  • Teamwork & Leadership: Flexibility and adaptability to changing circumstances; proficiency in project management teaching group facilitation mentoring supervision and delegating responsibilities within a team.
  • Computer Proficiency: Proficient in Microsoft Office including Word Outlook and Excel; ability to use social media communication and video conferencing tools such as Zoom GoTo Microsoft Teams etc.
  • Regulatory & Compliance Knowledge: Prior training in CRP/First Aid Food Handlers Mandatory Reporting Privacy Laws Trauma Informed Care Suicide Intervention Collaborative Problem Solving and Recognizing & Reporting Child Abuse & Neglect.

ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

Program Management

  • Manages all grants and programs of the CRP/HYS Housing department.
  • Develops and implements program guidelines policies and procedures designed to promote stable housing across Marion and Polk County.
  • Oversees and strengthens department workflows towards improving client service outcomes including rural referral systems and networks.

Supervision

  • Supervises CRP/HYS Housing department Management team which includes: staff hiring evaluation training for new employees daily oversight monitoring/coaching and ongoing training and professional development as needed.
  • Ensures performance evaluations are completed annually for all staff.
  • Addresses employee and client grievances and disputes and resolves conflict.
  • Ensures that all agency and departmental policies and regulations are followed at all times.
  • Develops agendas coordinates and facilitates staff meetings.

Budgets & Grants Management

  • Manages department budget.
  • Manages coordinates and maintains compliance for all grants (Federal State local and Foundational.)
  • Researches evidence-based practices and initiates partnerships to continue to increase assistance services.
  • Oversees data compliance and data quality analyzes data and provides training and support to employees utilizing the database.
  • Manages and oversees all sub-contracted grants for services including selecting grant recipients through a competitive application process monitoring and ensuring grant compliance and proper fiscal management.

Planning Monitoring & Evaluation

  • Implements and promotes the agencys mission assisting vulnerable populations to address intense needs barriers and risk factors in order to make positive life changes and gain stability.
  • Conducts programmatic evaluation and data analysis; tracks outcomes.
  • Assists in gathering and compiling the annual Housing Inventory Count assessment.
  • Prepares and submits reports to funding sources.

Community Partnerships & Public Relations

  • Promotes and markets all programs that comprise CRP/HYS Housing department.
  • Establishes and maintains positive community partnerships for continued development of programs.
  • Participates in collaborative planning efforts that are responsive to community needs.
  • Coordinates and facilitates community meetings.

SUPERVISORY RESPONSIBILITIES

Directly supervises approximately 6-10 employees. Oversees all Housing Staff for Home Youth Services and the ARCHES Project. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities for this position include interviewing hiring and training employees as well as planning assigning and directing their work and appraising their performance. The Program Director is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.

  • Manual dexterity for computer and office equipment and the capacity to quickly learn new technologies.

WORK ENVIRONMENT

  • Mostly indoor work environment with frequent interruptions and demands.
  • Weekend evening and holiday working hours when necessary.
  • Occasional remote work from home.
  • Occasionally exposed to outside weather conditions
  • Frequent driving in all weather conditions.
  • Occasional urgent situations requiring law enforcement involvement and/or paramedic professionals.
  • Close quarters often with a client population experiencing homelessness substance use disorders and/or severe and persistent mental illness and/or unpredictable behavior.
  • Occasional exposure to bodily fluids and malodorous air.
