Job Description

The ARCHES Project Program Manager will be responsible for administration of the ARCHES Family First Day Center including the Fresh Start Program and the operations of a family day center. This position will directly supervise program staff oversee program operations and workflows and develop policies and procedures. The Program Manager will ensure compliance with grant requirements track data and compile reports network and maintain positive partnerships with community agencies and participate as a member of the departments management team.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge skill and/or ability required.

EDUCATION and/or EXPERIENCE

  • Bachelors degree in Administration Social Services or a related field;
  • Two years of experience in administration or program management/coordination in a social service or community services setting
  • Four years of supervisory experience; or an equivalent combination of education and experience.

CERTIFICATES LICENSES REGISTRATION

  • Driver qualifications are required for this position. Valid driver license insured vehicle available for use on the job and a satisfactory drive record for the previous three years are required.
  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
  • Candidate must pass Oregon Department of Human Services criminal background check.
  • Basic Life Support/First Aid Certification is required within first 30 days of hire.
  • Candidate must pass pre-employment and random drug screens.

KNOWLEDGE SKILLS AND ABILITIES

  • A preference will be given to those with experience managing/coordinating programs working with vulnerable or at-risk populations including people experiencing homelessness or at-risk of homelessness.
  • Demonstrated proficiencies in Microsoft Office (including Outlook) videoconferencing platforms and web tools.
  • Ability to read analyze and articulate technical procedures and governmental regulations.
  • Must possess excellent planning organization and time management skills.
  • Ability to effectively communicate both orally and in written form.
  • Demonstrates tact diplomacy and empathy when communicating formally and informally with clients staff and program partners.

ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

  • Responsible for the management of a day center serving families and individuals with children in the community.
  • Manages the day-to-day operations and administration of the ARCHES Family First Day Center.
  • Provides support to staff when client interactions escalate.
  • Establishes and maintains an active working relationship with law enforcement neighbors and city officials.
  • Manages ARCHES Project DHS partnerships with the goal of supporting vulnerable families. These partnerships include:
    • Fresh Start: A family reunification program.
    • Supports TANF eligible families with children.
  • Maintains full compliance with all federal state and grant funding requirements setting high standards for data quality and compliance performance of all funding streams.
  • Develops programmatic marketing materials that explain and promote program services.
  • Complies with agency quarterly and annual reports including but not limited to the Homeless Management Information System (HMIS).
  • Assists in the application for new and current grant opportunities.
  • Prepares high quality written reports as required by the program agency and external funding sources.
  • Actively and effectively participates in internal and external meetings the local Continuum of Care (COC) trainings and other compliance events.
  • Participates as a leader on the programs management team.
  • Models full compliance with MWVCAA Safety and Personnel Policies.
  • Attends and engages in required annual trainings.

SUPERVISORY RESPONSIBILITIES

Directly supervises approximately 10-15 employees. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities for this position include interviewing hiring and training employees as well as planning assigning and directing their work and appraising their performance. The Program Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.

  • Specific vision abilities are required of this position. Frequently required to hear and speak.
  • Occasionally lift up to 25 pounds.
  • Manual dexterity for computer and office equipment and the capacity to quickly learn new technologies.
  • Occasional driving in all weather conditions to Agency and community sites in Polk and Marion counties.
  • Maintains calm disposition when clients or others may become escalated applying crisis intervention and de-escalation techniques for all participants.
  • Regulates emotions during interactions with escalated clients and staff.
  • Regulates emotions and handles pressures of frequent demands for attention time and work tasks.
  • Requires advanced problem-solving creativity and resourcefulness while frequently encountering situations that fall outside of clear Agency policies and procedures.

WORK ENVIRONMENT

  • Regularly works indoor and outdoor in cold weather heat and other extreme climate events.
  • Close quarters often with a public client population experiencing homelessness substance use disorders and/or severe and persistent mental illness and/or unpredictable behavior.
  • Frequent interruptions and demands; frequent noise.
  • This position requires on-site work and is not eligible for remote work.
  • Ability to work outside of normal business hours including nights weekends and holidays.
