Job Title: Director of Finance Wage/Hour Status: Non-Exempt
Reports to: Chief Financial Officer Pay Grade: Admin Pay 8
Dept./School: Finance Days: 227
Supervises: Accounting and Finance Office Staff
Primary Purpose: To provide the Administration and School Board with adequate information for the formulation and discharge of Administrative and Board policy relative to finance and fiscal control.
Qualifications:
Education/Certification:
Bachelors and/or Masters degree in business accounting or finance
CPA preferred but not required
Special Knowledge/Skills:
Texas School District Accounting and Finance Requirements
Working knowledge of governmental financial reporting
Strong communication public relations and interpersonal skills
Ability to use a personal computer and software to develop spreadsheets perform data analysis and do word processing
Ability to implement policies and procedures
Ability to interpret data
Ability to assist with management of budget and personnel
Ability to coordinate district functions
Experience:
At least 3 years School District and/or Governmental Accounting experience preferred
Successful supervisory experience
Other qualifications as deemed appropriate by the Superintendent
Major Responsibilities and Duties:
Fiscal Management
Prepare and review all PEIMS submissions related to financial data
Oversee payment of all debts of the district and ascertain compliance with board policy and administrative regulations
Oversee external audit activities including preparation of work papers and financial statements for annual audit report
Coordinate work with external auditors and plans future operating procedures to accommodate audits
Oversee the prudent investment of the districts funds including compliance with all Public Funds Investment Act requirements
Review all financial records for accuracy and timeliness
Oversee the treasury management function of the District
Oversee the accounting asset management and equipment physical inventory functions of the District
Throughout the year oversee the budgeting and budget change function of the District and propose budget changes to the Chief Financial Officer for approval
Oversee preparation of meaningful financial reports to the Administration and Board of Trustees
Assemble the school districts budget with oversight of Chief Financial Officer principals and department heads
Recommend and prepare or have prepared periodic amendments to the school districts budget for the Chief Financial Officers Superintendents and Board of Trustees approval
Acts as liaison with district administrators and performs presentations on all aspects of budget and financial activity
Establishes and enforces timelines related to federally funded and special revenue programs including preparation of reports to Federal and State agencies
Performs continual research and attends training to gain information and data which is necessary to improve the financial operation of the district
Perform other duties as assigned by the Chief Financial Officer and Superintendent
Policy Reports and Law
Implement policies established by federal and state law State Board of Education rules and local board policy in area of business operations
Compile maintain and file all physical and computerized reports records and other documents required
Personnel Management
Prepare review and revise accounting office job descriptions
Develop training options and/or improvement plans to ensure exemplary accounting operations
Evaluate job performance of employees to ensure effectiveness
Train and supervise personnel and make sound recommendations relative to personnel placement assignment retention discipline and dismissal
Supervisory Responsibilities:
Supervise and evaluate the performance of staff.

Maintain emotional control under stress; Occasional district and statewide travel; occasional prolonged or irregular hours. Shared holiday banking and investing responsibilities off-site are a requirement of this position.
