GENERAL DESCRIPTION:


As the manager of Abandoned Mine Lands (AML) assist the Administrator in implementing the Divisions strategic plan for statewide reclamation position is responsible for the engineering oversight of all AML construction projects managed by Program Principals. This position is also responsible for budgeting reclamation activities in the Office of Surface Mining annual consolidated grant application which averages $50 million per year. It is also responsible for the long-range planning and budgeting of AML reclamation projects over a 10-year planning window for the eventual reclamation of approximately $300 million in hazardous sites. Additionally provides professional engineering review of reclamation plans and specifications and manages the AML statewide subsidence insurance program.

  • Coordinate and supervise the daily activities of the AML Program Principals by establishing priorities setting goals and assigning projects; monitor project activities ensuring program consistency budgeting and scheduling goals.
  • Identify and solve problems in contract management and administration.
  • Provide oversight for all AML construction activities ensuring technical quality and compliance.
  • Manage the statewide mine subsidence insurance program in the issuance of policies and processing of claims and coordinate AML insurance activities with impacted counties and municipalities.
  • Maintain and implement the requirements for AML construction standards for mine reclamation and public facilities.
  • Maintain and update the planning budget.
  • Review the progress of division activities and assure that expenditures are proper and within division budget.
  • Assist the Administrator in the selection of new projects for funding.
  • Direct the development of new projects including the defining project area boundaries developing scopes of work and resolving eligibility issues.
  • Assist in the preparation of the OSM grant by identifying the set-aside funding and subsidence insurance budget needs; coordinate the administrative budget develop specific project budgets and finalize the overall budget summary.
  • Perform the duties of subordinates in their absence.

Qualifications


KNOWLEDGE:


  • Skillin supervision and management techniques including goal setting and team building.
  • Knowledge of engineering principles and techniques used in the construction and reclamation industry.
  • Skill in contract management partnering principles and interpretation of contract plans and specs.
  • Ability to arrive at and defend decisions based on complex and sometimes incomplete information.
  • Skill in construction claim review and conflict resolution.
  • Skillin negotiating professional service contracts and scopes of work.
  • Skill in interpersonal relations with technical and professional individuals.
  • Skill in oral and written communication.
  • Ability to work effectively with word processing spreadsheets and database computer software.
  • Skill in budgeting cost accounting and data and records management.
  • Ability to perform duties independently and efficiently.
  • Knowledgeof state federal and local regulations that affect AML and OSM operations.
  • Knowledgeof state and federal laws relating to service procurement and contract administration.
  • Ability to step in and act for the Administrator on short notice which requires knowledge of all aspects of the AML
  • Program from day to day operations through statewide and national issues.
  • Ability to coordinate activities among various divisions of DEQ and other state and federal agencies.
  • Knowledge and skills with geographic position and information systems.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree(typically in The Sciences)
Experience:
3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
OR
Education & ExperienceSubstitution:
6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
Certificates Licenses Registrations:
Specific to each agency please refer to recruitment.

Necessary Special Requirements



  • Must be able to walk over rough and rocky terrain.
  • Must be able to work in all types of adverse weather conditions.
  • Must be able to operate 4wheel drive vehicles.
  • Must be able to lift in excess of 40 pounds.
  • Overnight travel is required.
