REQUIREMENTS: Must pass ODE/school district background check. Not a remote work position. Proficiency in English required with 2nd Language preferred in Spanish Vietnamese Chinese (Mandarin/Cantonese) Chuukese Ukrainian or other languages commonly spoken by the families enrolled at Parkrose MS. Possession of a valid drivers license with a verification of current auto-insurance and full use of automobile during work hours.

Program Summary
SUN Community Schools is a Multnomah County initiative that aligns community partners and resources to help reduce barriers that keep students from being successful in school and in life. Within each SUN Community School the collective efforts of the school community youth parents local businesses faith communities libraries school districts and community organizations create a network to offer programs and activities to uplift students academic engagement & social-emotional development meaningful family engagement and resource navigation to access available community resources.


Position Summary
The SUN Community School Site Manager will mobilize and strategically organize community resources to provide:

  • Academic support activities (after school hours and/or during out-of-school time)
  • Social-emotional development activities for youth
  • Enrichment and recreation activities for youth adults and families
  • Resource navigation to access school/community resources like food pantries and health clinics.
  • Family involvement and community events
  • Volunteer opportunities

The work of the SUN Site Manager as well as activities to be implemented are performed at the respective school where the SUN CS program is housed. This position is the operational lead within the SUN Community School set up and will involve program budgeting community outreach program development and implementation coordinating partner services and providing direct supervision to staff and volunteers who form the SUN Team. This position is responsible for executing all contracted program deliverables. The SUN Site Manager will also support other programs or services integrated within their respective SUN Community School that may include Summer 6th Grade Academy or other transition programs sports leagues weekly pantry or food backpack distributions and community garden projects. This position is responsible for ensuring that all program correspondence and reports (for Multnomah County SUN Service System Portland Childrens Levy as well as other SUN associated programs) are completed and submitted in a timely manner. Parkrose SUN CS is funded through Multnomah County and Portland Childrens Levy. The SUN Site Manager is expected to perform and fulfill work outputs that meet contractual expectations of both Multnomah County and Portland Childrens Levy related to programming requirements data tracking and reporting.

By offering numerous programs and services our Site Managers SUN staff IRCO youth academic school-based staff and community-based locations can meet a families particular needs.
  3. IRCOs mission perfectly aligns with SUNs aim to improve student success through expanded academic support exciting and inspirational enrichment activities and health and social service resources for them their families and community neighbors.

Essential Functions

These essential job functions are fundamental to the performance of the job. Individuals are qualified to perform the job only if they can perform all the essential functions of the job with or without reasonable accommodation. These essential job functions include many but not all the necessary tasks the employee may be asked to perform:

  • Collaborate with the principal school staff and families to regularly survey the needs and interests of the school community. Develop SUN programming that aligns with the needs and interests of the school community.
  • Collaborate with the principal to explore how SUN activities will be integrated in the School Improvement Plan to support student academic achievement parent & family engagement and community outreach.
  • Develop programming strategies that align with outputs/outcomes required by Multnomah Countys SUN CS initiative and/or funders.
  • Be able to complete in a timely manner program reports (e.g. midyear and end of the year narrative reports) and data entry requirements for Multnomah County Portland Childrens Levy and other funding sources.
  • Maintain a SUN Leadership Team comprising parents and key stakeholders to support family engagement and community outreach activities.
  • (if a Hunger Relief site) Collaborate with IRCO Hunger Relief team to support with weekly school pantry distributions and other hunger relief efforts like food backpack programs as well as referrals to access such programs.
  • Participate in School Leadership Teams (e.g. Student Intervention Team Student Attendance Response Team Grade Level Teams) and provide recommendations to align adopted student improvement plans with culturally appropriate equity and inclusion practices.
  • Design and/or update SUN Partner Handbook as needed so that all partners staff and volunteers involved with conducting after school and out-of-school time activities are familiar with SUN safety and operational protocols.
  • Provide regular onboarding and orientations to partners staff and volunteers to create understanding of SUN protocols as detailed in the SUN Partner Handbook proper use of school space including school rules surrounding student behavior in the school and classrooms.
  • Train and supervise new employees including volunteers. Encourage and ensure optimal communication with staff and volunteers through regular meetings. Monitor and evaluate job performance of staff and volunteers.
  • Establish and maintain cooperative external relationships with funders volunteer agencies the community and the public. Participating in groups as required to fulfill program goals and deliverables.

This position often has a wide diversity of work situations and the job involves a high degree of complexity. The applicant must have:

  • Ability to work independently with minimal on-site direct supervision and perform tasks related to a larger project with minimal direction.
  • Ability to function in a positive manner in a demanding work environment to demonstrate a high degree of flexibility to respond to priorities and schedules that may change frequently.
  • The ability to work in a fast-paced social service environment and make good judgments as it pertains to program deliverables.
  • Strong ability to deal with high stress situations.
  • Flexibility to work in an office/school environment but it may be required to work in outside spaces such as playgrounds or to go on field trips with groups of students or ride on buses.
  • Ability to work flexible hours and a variable schedule.
  • Experience and ability to work in a diverse multi-cultural environment.
  • Ability to work collaboratively with agency school community program partners and vendors and community contacts.
  • Demonstrated customer service skills to interact with distressed and/or demanding students parents teachers partners and employees in an effective manner.

Positions at this level are normally responsible for some supervisory responsibilities including providing daily work direction making recommendations to supervisors and HR regarding hiring disciplining terminating employees or pay adjustments.
