Salary range is $165k to $315k with a midpoint of $240k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
Reporting directly to the Executive Director Agency Controls the Deputy Executive Director is responsible for providing strategic oversight and management of the organizations technical standards enterprise lifecycle portfolio governance and enterprise standards (including Standard Operating Procedures). This position plays a pivotal role in ensuring that the organizations technical and operational practices align with industry best practices regulatory requirements and business objectives.
ESSENTIAL FUNCTIONS:

- Oversee the development implementation and continuous improvement of technical standards and requirements across the organization.
- Establish and maintain processes for evaluating approving and updating technical standards to ensure alignment with evolving operational needs industry trends and regulatory requirements.
- Collaborate with the Capital Delivery Department Engineering Operations and other departments to ensure the consistent integration into projects and operations.
- Enterprise Lifecycle Portfolio Governance:
- Oversee the development and continued refinement of governance processes for STs portfolio of projects identifying critical decision-making points and supporting a wide range of project delivery strategies.
- Implement and manage scalable governance frameworks to evaluate and monitor the performance of the portfolio throughout its lifecycle.
- Provide leadership and guidance to ensure that all projects comply with governance processes and deliverables are met on time and within scope.
- Development and Maintenance of Enterprise Standards (Including SOPs):
- Lead the creation revision and maintenance of enterprise standards including Standard Operating Procedures (SOPs) to standardize practices across the organization.
- Ensure that enterprise standards and SOPs are regularly reviewed updated and distributed to reflect changes in processes technologies or regulatory requirements.
- Coordinate cross-functional teams to ensure alignment and integration of enterprise standards into departmental procedures and processes.
- Maintain clear traceability of policies procedures processes and standards that support regulatory requirements.
- Strategic Planning and Leadership:
- Support the Executive Director in developing the strategic direction for the Enterprise Standards and Governance.
- Act as a subject matter expert on governance and standards across the enterprise advising leadership and business units on best practices.
- Ensure that enterprise governance and standards initiatives are effectively communicated and supported across the organization.
- Champions and models Sound Transits core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:
Education and Experience:Bachelors degree in Information Technology Business Administration Engineering or related field and ten years of experience in in information management data governance or related roles;Or an equivalent combination of education and experience. Eight years of leadership budgetary planning and workforce management experience.
Preferred Licenses or Certifications:
- Project Management Professional (PMP) Six Sigma Lean or other process improvement certifications.
Required Knowledge and Skills:
- Proven experience in overseeing portfolio governance and lifecycle management for large complex organizations and/or capital programs.
- Extensive experience in developing implementing and managing enterprise-wide standards including technical standards and SOPs.
- Strong understanding of governance frameworks compliance requirements and process engineering.
- Exceptional organizational analytical and problem-solving skills with a strategic vision and attention to detail.
- Proven leadership and communication skills with the ability to influence and engage stakeholders at all levels.
- Ability to guide teams through transitions implement new technologies and drive improvements in operational processes.
- In-depth knowledge of industry standards regulatory requirements and best practices in enterprise governance and technical operations.
- Skill in leading organizational change by designing governance processes that are adaptable and can be integrated with existing systems and workflows. Ability to guide staff through changes effectively.
- Expertise in developing and implementing standards policies and procedures that guide decision-making and operations across the agency.
Preferred Knowledge and Skills:
- Experience with designing and implementation processes and procedures in compliance with FTA Oversight Procedures.
- Advanced System Thinking: Understanding how different parts of the agency interact and influence each other and designing governance processes that facilitate coordination and synergy across departments.
