The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. Contract Position Title. Protestant Religious Education Coordinator
2. Scope of Responsibilities.
2.1. The Protestant Religious Education Coordinator facilitates religious education for the Little
Rock AFB Chaplain Corps Protestant Program. The coordinator shall assist the Deputy Wing
Chaplain or designee by performing services in accordance with (IAW) the terms and conditions
in this Performance Work Statement (PWS). The PREC must have educational knowledge of
Christian (Protestant) bible literacy bible narratives and biblical stories and themes to educate
or teach others.
2.2. The maximum time that may be expended to complete all duties in this PWS is 80 hours per
month.
2.3. From here on the Protestant Religious Education Coordinator will be referred to as
PREC.
3. Education and Experience Requirement. The PREC must:
3.1. Be a committed mature individual who works well with others.
3.2. Have the ability to maintain healthy functional interpersonal relationships with personnel
including chapel staff PRECs and parishioners. There will be zero tolerance for disrespect
harassment or any other behavior toward a staff member that might adversely affect the Air
Force by eroding morale good order discipline respect for authority unit cohesion or mission
accomplishment.
3.3. Have the ability and willingness to provide services in a pluralistic and multi-faith chapel
setting.
3.4. Provide evidence of good standing in the Protestant Christian faith. Possess religious
education competence such as 24 college credit hours formal training that is relevant to this
position or evidence of at least two years of work in a Protestant Christian ministry context.
Resume should contain academic and work related references; documenting at least two years of
experience within the past five years. The Chapel Primary Point of Contact (POC) will provide
technical review of the level of professional competence.
3.5. Be proficient at using computers and software programs including Microsoft Windows and
Microsoft Office to include Microsoft Word Microsoft PowerPoint Microsoft Excel and
Microsoft Publisher.
3.6. Must pass background investigation. In accordance with Dept. Of Defense Instruction
(DODI) 1402.5 each individual working with children under the age of 18 must successfully
complete the criminal history background check. Failure to complete the criminal history
background check shall result in termination of the contract. Also an adverse finding from this
investigation may result in a termination of services. (Background check will be completed at
government expense and will be accomplished after award of the contract.
3.7. Must receive an adjudication of Favorable (or sufficient eligibility to access unclassified
DoD computer networks) through a government security investigation such as a National
Agency Check with Inquiries (NACI) or National Agency Check with Law and Credit (NACLC)
before the access to government computer systems can be granted. Failure to obtain eligibility as
stated will result in termination.
4. General Responsibilities.
4.1. The PRECs responsibilities encompass the establishing budgeting planning
coordinating advertising and monitoring of various Protestant Religious Education (RE)
requirements. This includes but is not limited to assisting in the evaluation of the Protestant RE
Program and its processes coordinating volunteer support for any RE related programs and
planning and implementing improvements for program development with the approval of the
Chapel Primary POC.
4.2. Responsible for coordinating all facility publicity supply and transportation requests with
applicable outside agencies in support of a Protestant RE program. Ensures that volunteers are
available for RE support and that the facility is set up and returned to its previous state and
ensures area(s) used are clean prior to departure.
4.3. No government-owned equipment should be removed from base chapel without prior
approval of the Chapel Primary POC. The PREC is accountable for security and cleanliness
of all facilities utilized in conjunction with their programs.
4.5. Coordinate with the Chapel Primary POC to establish and post a limited amount of office
hours at the chapel within normal duty hours 7:30 a.m. 4:30 p.m. and on Sunday during
services/activities for the purpose of coordinating activities with the chapel staff and lay
leadership. If hours must be changed due to special events etc. a notice should be posted. The
PREC will submit a log sheet each month to the Chapel Primary POC in order to keep
accountability.
4.6. Wear appropriate attire consistent with a professional appearance.
4.7. Advertise all parish religious education events/programs on social media and base marketing
venues.
4.7. Comply with all Federal State and Local Laws and requirements and Air Force Instructions
which are found to apply to this position.
4.8. Comply with mandatory training required for all PRECs and maintain current training
records.
4.9. Comply with all Air Force computer and information security requirements.
4.10. The Government will provide the shared use of telephones for the transmission of official
Government information only. The PREC shall not use Government telephones to transact
personal business. The Government is not responsible for charges for collect calls accepted by
PREC employees. The use of Government phones by the PREC constitutes consent to
monitoring in accordance with Department of Defense Directive (DoDD) 4640.6
Communications Security Telephone Monitoring and Recording.
4.11. Most services will be conducted in Base Chapel (Bldg 950 unless notified otherwise.
5. Specific Responsibilities. The PREC will:
5.1. Develop schedule recruit volunteers for assist in all annual Protestant RE programs and
activities. These activities may include but are not limited to: Childrens RE Bible Studies
Vacation Bible School (VBS) RE Kickoff Picnic and other programs as directed by the Chapel
Primary POC for which additional units are set aside (see Unit Table). All volunteers for
programs that fall under RE will be managed by the PREC.
5.2. In consultation with the Chapel Primary POC develop an annual calendar of events Chapel
Tithes and Offering Fund (CTOF) budget appropriated fund budget and core religious
education curriculum. The budgets will include anticipated funds required for equipment
supplies etc. This information is submitted as required by local Chaplain Corps operating
procedures.
5.3. Coordinate with Protestant program leaders chaplain advisors and the Chapel Primary POC
during the creation of the annual calendar of events. Collaborate with Protestant Parish as
required for ecumenical activities facility sharing needs etc.
5.4. Recruit volunteers to be RE teachers helpers bible study leaders project officers event
setup crew or any other duty required for the Protestant RE program and activities. Provide for
their training including all necessary training materials for example: literature training forms
and supplies. Maintain a current (review quarterly) list of volunteers containing any positions
held training accomplished and dates of training. Ensure and secure volunteer substitutes for all
Protestant program activities.
5.5. Ensure all adults (over the age of 18 who are working with minors have a current Favorable
background check. Ensure volunteers prepare the proper background check forms and that those
forms are provided to the appropriate Chapel staff for processing.
5.6. Coordinate and assist Protestant volunteers with the planning and carrying out of programs
including the preparation and submission of facility use forms and CTOF request forms in
accordance with chapel procedures; assist program leaders and laity in ordering goods and
services in support of Protestant RE programs. Accepts or designate a representative to receive
all product and food deliveries including weekends.
5.7. Ensure that volunteers receive recognition and support for their work and keep proper
records of attendance volunteer workers time and financial expenditures. Organize an annual
Volunteer Appreciation Event as (Volunteer Appreciation Picnic etc. as directed by the Chapel
Primary POC.
5.8. Attend staff meetings off-site meetings monthly/quarterly Protestant Parish Advisory
Council and Financial Working Group meetings team building activities and other meetings if
determined necessary by the Chapel Primary POC to report on programs.
5.9. Draft publicity for programs as directed by the Chapel Primary POC. Prepare and submit
information pertaining to the Protestant community to base paper base marquees and other
communication channels. Assist in the preparation of weekly parish bulletins for Chapel
Primary POC coordination approval and publication. Prepare RE Power Point slide
announcements for the Protestant worship services.
5.10. Submit after-action reports on special events/programs as required.
5.11. Will serve as or appoint volunteer CTOF Project Officers for all RE program purchases.
Submit AF Form 4356 CTOF Purchase Request to Account Manager no later than five duty
days prior to the date the money is required for purchase. The AF Form 4362 Project Officer
Report and all receipts shall be submitted to the Account Manager IAW applicable AFIs and
local operating procedures.
5.12. Provide statistical program data when requested (i.e. attendance demographics). Maintain
any documents used or developed for Chapel programs in a shared location (i.e. network I
drive) for future reference by the staff or PRECs.
5.13. Be accountable for opening and securing the chapel facility and other facilities used in
conjunction with their programs.
5.14. Coordinates with Chapel Primary POC to provide weekly/monthly classes as required.
6. Substitutions. If a temporary substitute contractor is required it will be the responsibility of the Contractor to locate a replacement with equal qualifications. The substitute must be approved by the Chapel Primary POC or their designee.
