Job Description

ABOUT THE POSITION

The County of Riversides Human Resources Temporary Assignment Program (TAP) seeks to fill a Temporary Volunteer Services Program Manager position to support the Riverside University Health System - Medical Center. This is a full time temporary position located in Moreno Valley.

Schedule: 5/40 Monday - Friday

Under direction to plan direct and evaluate a departmental volunteer services program; to direct subordinates and/or participate in the recruitment screening placement orientation and evaluation of volunteers used to supplement regular staff functions; to act as a liaison between the department and a wide variety of community groups including auxiliaries and advisory boards; and to perform other work as required.

This position is responsible for planning developing directing and monitoring a department volunteer services program which may include a public relations program. This class receives limited technical supervision and relates to volunteers directly and/or through subordinate staff in situations such as recruiting interviewing evaluation orientation training and termination. Incumbents attend meetings with departmental administration and supervisors to determine service needs and types of volunteer services to be performed.

EXAMPLES OF ESSENTIAL DUTIES

Plans directs and evaluates a departmental volunteer services program in accordance with departmental goals and objectives services and needs.

Develops implements and coordinates operational policies and procedures in accordance with legal and financial regulations.

Provides ongoing evaluation and coordination of agency utilization of volunteer services to determine effectiveness and impact of the program and initiates and confers with departmental administration regarding appropriate changes.

Advises departmental administrative staff of existing volunteer programs and confers with them to determine the need for new volunteer programs and services; develops promotes and implements new volunteer programs.

Serves as a liaison between paid staff and volunteers and meets with line supervisors to determine the type and level of volunteer service needs and to resolve problems.

Directly or through subordinate staff recruits screens selects orients and places volunteers in assignments after matching their interests and qualifications with agency needs.
May perform criminal and DMV background checks; refers qualified candidates to department divisions requesting help; utilizes established sources of volunteers and develops new sources.

Develops and implements any necessary formal training for volunteers and ensures that informal or on-the-job training is provided by paid staff or volunteers; develops and implements formal in-service training for paid staff which enables them to work with and supervise individual volunteers more effectively and efficiently.

Determines volunteer duty parameters and designs job descriptions for each volunteer assignment; establishes procedures to evaluate the effectiveness of individual volunteers performance.

Directly supervises volunteer staff assigned to support the volunteer services program.

Acts in a liaison capacity between the department and auxiliaries advisory boards and a wide variety of community groups to promote and cultivate interest in the volunteer program and department-wide objectives.

Coordinates volunteer activities with similar programs in other County State and federal agencies and private organizations in the community.

Creates an understanding and encourages participation in the volunteer services program and overall departmental goals by preparing and distributing newsletters brochures and other promotional materials preparing press and publicity releases and working with the media planning exhibits and making presentations to schools churches and clubs.

Directs employee selection assignment and performance evaluation functions for the Volunteer Services Program; provides technical guidance and assistance to other personnel participating in departmental volunteer services.

Directs the maintenance of personnel records and statistics concerning volunteers.

Prepares a variety of written materials pamphlets brochures and statistical reports concerning volunteer services.

Prepares and submits the volunteer services program budget and supervises the review of expenditures and maintenance of budgetary controls including the present and future needs for supplies and equipment.

Maintains and distributes as necessary records of donations received from the public.

Coordinates student volunteer programs by providing criteria for selection assignment and supervision of volunteers keeping records and giving feedback to the high schools and colleges.

Writes letters of reference and verifies hours worked for insurance coverage and income tax purposes; arranges for appropriate recognition of volunteer efforts through letters of appreciation certificates of award award ceremonies etc.

Periodically consults with departmental personnel and conducts re-orientations to promote the efficient utilization of volunteers.

Plans and implements volunteer workshops; attends conventions workshops and meetings relating to volunteer programs.

Keeps abreast of trends and legislation relating to volunteerism; reassigns and counsels volunteers if problems arise; prepares manuals handbooks and other written materials needed to operate the volunteer program.

MINIMUM QUALIFICATIONS

Experience: Five years of experience in a community or volunteer organization with at least one year in a supervisory and/or administrative capacity. (Graduation from an accredited college or university preferably with a major in one of the behavioral sciences administration community relations or a related field may substitute for all but the one year of required administrative and/or supervisory experience on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Knowledge of: The functional responsibilities of a volunteer program including principles of volunteer services and general management and an understanding of the role of volunteers in relation to paid staff; the principles and techniques of program planning implementation and administration including budgetary practices and control; the principles and practices of personnel management and supervision; community civic academic and social organizations and other sources of volunteer help; media resources available for publicity campaigns and how to effectively use them; the general principles of training.

Ability to: Plan organize evaluate and direct a volunteer program by defining program goals evaluating progress and implementing improvements as needed; interview select and place volunteers according to program needs previous experience interest skills and time availability to provide useful services; schedule train supervise and evaluate other personnel; effectively communicate both orally and in writing to individuals and groups; establish rapport with and maintain cooperative productive working relationships with staff volunteers groups and the media; establish and maintain necessary records and controls prepare reports and correspondence; design creative formats for exhibits publicity brochures and promotional materials; arouse and sustain the interest of the community in volunteerism.
