Congressional Federal Credit Union is seeking an enthusiastic and forward-thinking Senior HR Learning Partner to serve as the enterprise learning lead. This pivotal role will drive the evolution of a modern self-directed learning culture empowering employees building organizational capability and supporting business transformation.
Reporting to the Senior Director of People Operations the Senior HR Learning Partner will ensure learning strategies are tightly aligned with CFCUs enterprise goals and designed to develop a highly skilled resilient and member-focused workforce.
This role will champion digital-first self-led learning while also designing and facilitating targeted in-person and virtual development programs to meet evolving organizational needs.

- Creative Services:
- Lead the creative development process to ensure creative outputs align with brand strategy and organizational objectives.
- Strategic Learning Alignment & Culture Building
- Align learning strategies with CFCUs transformation agenda.
- Foster a learning culture emphasizing self-led development using LinkedIn Learning CPD Online Microsoft Learning etc.
- Learning Enablement & Partnership
- Partner with HR Business Partners leaders and managers to identify capability needs and connect them with relevant solutions.
- Develop role-based and career-path aligned learning experiences.
- Maintain a visible presence across all sites to foster engagement and support development conversations.
- Develop robust training for all frontline employees (branch and contact center) to ensure service readiness.
- Conduct onsite observations at any CFCU location when scheduled while ensuring that the training delivered aligns with current strategy
- Program Design Facilitation & Delivery
- Design and deliver onboarding compliance technical and leadership trainingvia digital virtual and in-person formats.
- Partner with the Chief Brand & Transformation Officer on member experience and sales training.
- Partner with Chief Operations Officer to ensure branch employee readiness and learning aligned with business strategy
- Partner with the Chief Innovation Officer to deliver training aligned to strategic technology initiatives (eg. core transformation) and strategic projects as needed.
- Compliance & required Regulatory Training
- Oversee required regulatory and compliance training across the Credit Union.
- Ensure tracking reporting and documentation meet all internal and external requirements.
- Tracking Reporting & Optimization
- Maintain and enhance learning dashboards and reporting; improve programs based on insights.
- Use data to improve learning strategies and content
- Leadership & Manager Development Support
- Provide leadership learning aligned to CFCU values and performance expectations.
- Support emerging leader development and manager readiness programs.
- Innovation Scalability & Digital Enablement
- Leverage modern and AI-enabled tools for scale and personalization.
- Explore emerging learning technologies to improve accessibility impact and engagement
What You Bring to the Table:
Qualifications and Skills required
- A minimum of five years to eight years of similar or related experience including preparatory experience.
- A college degree.
- A significant level of trust credibility and diplomacy is required.
- In-depth dialogue conversations and explanations with customers direct and indirect reports and outside vendors can be of a sensitive and/or highly confidential nature.
- Communications may involve motivating influencing educating and/or advising others on matters of significance.
- Typically includes subject matter experts as well as first level to middle managers.
- Excellent communication skills both written and verbal.
- Ability to travel to all CFCU locations.
Physical Requirements & Working Conditions:

- Must be able to routinely perform work indoors in climate-controlled shared work area with minimal noise.
