Position Summary:

The Regional Healthy Families Oregon (HFO) Program Manager oversees all components of the Healthy Families program including Healthy Families America credentialing Medicaid Administrative Claiming assuring compliance with administrative rules and state laws relating to the provision of Healthy Families Oregon services.



Essential Functions and Responsibilities:

  • Manage Deschutes Crook and Jefferson County Healthy Families program
  • Responsible for implementing any programmatic changes identified by Healthy Families America and/or Healthy Families Oregon (Department of Early Learning and Care(DELC)).
  • Provide (or contract to a qualified person) a minimum of monthly (every other week preferred) reflective supervision of supervisors.
  • Conduct Quality Assurance shadowing of supervision sessions done by supervisors
  • Hold Supervisors accountable for job functions
  • Development and Monitoring of Healthy Families budget
  • Ensure that program meets their fundraising and in-kind match goals
  • Development of HFA Site Assessment due for re-accreditation every 5 years
  • Completion of the Healthy Families America Systems Tracking (HFAST) annual report
  • Listen to all HFO Monthly Webinars
  • Attend HFO Program Managers meetings conference and trainings as required by DELC
  • Participate in local early childhood community meetings.
  • Develop and maintain strong partnership with Early Learning HUB of Central Oregon
  • Following the Quality Assurance Calendar collect analyze and report data regarding program statistics and demographics
  • Manage the Medicaid Administration Claiming (time studies)
  • Write policies and procedures for the program
  • Staff local Healthy Families Advisory Committee
  • Coordinate with other agencies providing services to young children to share resources avoid duplication of services and assess community needs
  • Conduct community education activities aimed at prospective participants and referral sources
  • Develop own professional work goals and training plan in consultation with supervisor
  • Arrive at work on time punctually attend and actively participate in all required activities meetings and trainings
  • Required to be a respectful cooperative and reliable team member and participant in program activities
  • Project a professional work image both in dress and manner.
  • Respect the confidentiality of information about enrolled children and families personnel issues labor relations matters including bargaining strategies and other program operations as appropriate
  • Fulfill other related duties as assigned



Minimum Qualifications:

  • Masters degree in public health or human services administration or fields related to working with children and families or Bachelors degree with 3 years of relevant experience.
  • A solid understanding of and experience in managing a diverse staff with humility.
  • Administrative experience in human service or related field including experience in continuous quality assurance/improvement and site development.
  • Knowledge of infant and child development and parent-child attachment.
  • Experience in home visitation with strong background in prevention services to 0-3 age population.
  • Experience in providing services to culturally diverse communities.
  • Knowledge of the dynamics of child abuse and neglect.
  • Experience with services that embrace the concepts of family centered and strength-based service provision
  • Open to reflective practice (i.e. has capacity for introspection communicates awareness of self in relation to others recognizes value of supervision etc.).
  • Demonstrated ability to work and communicate successfully in a team setting.
  • Must have access to reliable transportation and consistent attendance is required.

Preferred Qualifications:

  • Infant Mental Health Endorsement
  • Oregon Infant Mental Health Endorsement
  • Experience working within a Healthy Families America program (preferably Healthy Families Oregon)



Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position.

While performing the duties of this position the employee is regularly required to: talk hear walk frequently sit stand stoop kneel crouch crawl use hand dexterity for computer work handle items reach with hand and arms lift and/or move up to 30 pounds and occasionally up to 50 pounds and see close and at a distance have peripheral vision and the ability to adjust focus. Workloads are heavy and timelines may be unreasonably short at times. Requests and issues are often received which require immediate attention and conflict with other priorities.
