Job Description

Leads support efforts for the organizations human capital compliance duties which include auditing employee files reviewing HR processes and procedures and proactively researching new compliance directives from local state and national governing bodies. Acts as a team subject matter expert on new and ongoing practices to ensure proper HR documentation and compliance with regulations tied to the people component of business operations.

MAJOR RESPONSIBILITIES & DUTIES:

Responsible for leading support efforts regarding the organizations human capital (HR) compliance requirements.

  • Leads collaboration internally with cross-functional management and HR staff to review and evaluate new and existing contract documentation and compliance/regulation requirements and analyze the impact of these requirements on human resource record management (for employees vendors and contingent workers) and HR processes/procedures.

  • Collaborates with leaders (local and site) with identifying human capital risks developing resources and tactics to mitigate risks and implementing mitigation tactics and controls.

  • Analyzes changes in new or existing federal state and local laws and proposed legislation affecting compliance and human resources to facilitate organizational compliance conversations and action steps.

  • Creates and/or conducts regular audits of HR compliance systems reports practices/procedures records/files to ensure compliance with licensing bodies in order to meet compliance and regulatory obligations.

  • Consults with managers to provide guidance regarding compliance with organizational procedures as well as national and local laws.

  • Assists with HR and people record collection (local and site) filing retrieval and updating information as needed to meet compliance needs for employees and contingent workers.

  • Facilitates discussions HR audit collection and analysis for review with internal and external auditing bodies.

  • Navigates new requirements or items in question with the contracting agency and local and site staff in a professional manner and in support of efficiency and compliance for the organization. Audits may be announced or unannounced.

  • Facilitates discussions HR record collection and analysis for review with internal and external auditing bodies. These audits may be announced or unannounced.

  • Plans and implements processes/procedures to support HR and people record collection filing retrieval and revises plans as needed to meet compliance requirements. This includes for vendors employees and contingent workers.

  • Completes reoccurring audit processes which may include governmental reporting.

Acts as a subject-matter expert and project manager for the HR Compliance team.

  • Assists the manager with project and priority management as well as project planning and implementation with the team.

  • Facilitates partnership and communication between various HR teams to ensure accurate data and alignment.

  • Is the primary contact for internal and external audit teams for data collection and preparation.

  • Partners with leaders in the organization to ensure proper documentation and compliance for non-personnel.

  • Assists sites with duplicating or aligning human capital compliance at a national level.

  • Identifies documents and reports on compliance team analytics to include production results and performance metrics for review with management.

KNOWLEDGE SKILLS AND ABILITIES:

  • Comprehensive knowledge and skills in strategic data analysis with a high level of analytical skills both abstract and concrete.

  • Knowledge of principles practices and procedures of Human Resources and Employee Relations required.

  • Knowledge of government regulatory requirements pertaining to Human Resources regarding Joint Commission.

  • Excellent verbal and written communication skills.

  • Intermediate level of computer software applications in word processing spreadsheets database and presentation software.

  • Skilled in collecting and analyzing data (both quantitative and qualitative) discerning patterns and identifying problems and developing and recommending solutions to overcome problems.

  • Strong attention to detail with an emphasis on quality of work.

  • Ability to maintain high level of confidentiality.

  • Exceptional analytical skills to develop and present meaningful conclusions.

  • Ability to question/challenge agency representatives/auditors in a professional manner.

REQUIRED QUALIFICATIONS:

  • Bachelors degree in Human Resource Management Business or a related field or equivalent combination of education and experience is required.

  • Minimum of 5 years of relevant experience required.

PREFERRED QUALIFICATIONS:

  • Human Resources experience preferred.

  • Professional certification in Human Resources (e.g. PHR/SPHR or SHRM-CP/SCP) preferred.

PHYSICAL REQUIREMENTS EQUIPMENT USAGE WORK ENVIRONMENT:

  • Position is relatively sedentary in a normal office administrative environment involving minimum exposure to physical risks. Will use office equipment such as a computer/laptop monitor keyboard and a general workstation set-up.
