DEFINITION
The Senior Director of Assessment Research and Accountability provides strategic leadership for the districts research evaluation accountability data and overall data analytics efforts. This position ensures that programs and initiatives are guided by rigorous evidence aligned with the divisions strategic plan and focused on improving student outcomes. The Senior Director also provides leadership for the district-wide data analytics and analysis coordinating the design implementation and use of advanced data systems and visual dashboards; coordinates professional development for staff on the use of data tools in an effort to support equity accountability and continuous improvement within each school and across the division.
SUPERVISION
Reports to the Chief Academic Officer. Performance is evaluated based on the efficiency and effectiveness of operations the quality and timeliness of reports and alignment of work with division goals. The Senior Director of Assessment Research and Accountability has oversight of all staff members within the office of Assessment Research and Accountability.
DISTINGUISHING CHARACTERISTICS
The Senior Director provides strategic leadership and oversight of program evaluation research and data (local state and federal) use to drive instructional improvement and system-wide decision-making. Additionally this role has oversight of ensuring all required data reporting is completed within the limits of data oversight in the office of Assessment Research and Accountability. This role is distinguished by its cross-departmental influence and its responsibility for aligning evidence-based practices with district priorities.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class).
Ensure compliance with federal and state regulations. Monitor and ensure division-wide adherence to ESSA VDOE mandates and other accountability frameworks.
Oversight of school performance and accountability monitoring to include tracking and reporting on division-level and school-level performance data related to SOL testing graduation rates and other metrics included in the VDOEs Accountability Plan.
Oversight of the administration of all division and state-mandated assessments (e.g. SOL VAAP WIDA ACCCESS) ensuring integrity security and compliance with testing protocols.
Creation and oversight of a division assessment calendar.
Oversight of data oversight and reporting for the divisions strategic plan.
State reporting for student data related to enrollment demographics and programmatic data.
Direct and lead the design rollout and use of data dashboards and analytic platforms (e.g. PowerSchool Analytics & Insights iDashboard Tableau Power BI).
Prepare and present findings and recommendations through reports executive summaries and presentations for diverse stakeholder groups.
Oversee relationships and facilitate approvals for external research requests including Institutional Review Board (IRB) processes.
Directs the design and leads the research and evaluation projects aligned with the school systems priorities and in response to requests from the Superintendent and administration.
Collaborate with Information Technology and vendors to ensure the accuracy security and integration of data across systems.
Develops and manages the departments annual budget.
Facilitate cross-departmental collaboration to ensure the integration of data systems and evaluation plans.
Aligns accountability and assessment practices with the divisions strategic goals and continuous improvement efforts.
Works closely with instructional departments to ensure assessments support teaching and learning priorities.
Offers professional development on data literacy and using data to inform instructions decision-making at division school and classroom levels.
Performs other duties as assigned.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Comprehensive understanding of Virginia Standards of Learning (SOL) assessments and state/federal accountability systems (e.g. ESSA VDOE accreditation).
Understanding of school improvement frameworks and turnaround strategies.
Deep knowledge of data warehousing student information systems (SIS) and state reporting platforms (e.g. SSWS VA Data Collection).
Awareness of federal and state laws related to student privacy (e.g. FERPA) assessment and accountability.
Strong skills in data cleaning statistical analysis and interpretation of student outcome data.
Ability to use data visualization tools (e.g. Tableau Power BI Excel Google Data Studio) to communicate complex data clearly.
Strong communication skills to convey complex technical information clearly to diverse audiences including school leaders educators and community members.
Advanced project management skills to design implement and oversee research assessment and evaluation initiatives.
Expertise in data collection synthesis and analysis to draw evidence-based conclusions and recommendations.
Knowledge of grant management and external research partnerships to support evaluation efforts to include K12 performance metrics.
Proven ability to lead cross-functional teams manage timelines and deliver results in complex fast-paced environments.
Excellent written and verbal communication skills for creating reports presentations and training materials.
Commitment to using data to identify and address inequities in access performance and opportunity across student groups.
MINIMUM EDUCATION EXPERIENCE AND TRAINING REQUIREMENTS
Minimum of 5 years of experience in educational research program evaluation or analytics preferably in a K-12 setting with at least three years being in a leadership position within the central office.
Familiarity with student information systems and data warehousing technologies.
Demonstrated experience leading data analytics or data system implementation projects at scale.
Experience working with statewide accountability systems educational research designs or data visualization platforms.
Strong understanding of database structures data governance FERPA and ethical use of student data.
Leadership experience in complex matrixed organizations.
PHYSICAL ATTRIBUTES
Office-based with occasional travel to schools or external meetings.
May require extended hours during deadlines or project phases.
Must be able to sit for extended periods and lift up to 20 lbs occasionally.
