Job Description

Role Overview

We are seeking a highly experienced and detail-oriented HR Consultant to lead the review restructuring and development of employee handbooks for a municipal parks and recreation department. The consultant will work closely with the Human Resources Manager and leadership team to ensure the manuals are legally compliant user-friendly and tailored to full-time part-time and seasonal staff.

Key Responsibilities

  • Conduct a comprehensive review of the existing employee manual (last updated in 2018)

  • Develop three distinct manuals: Full-time Part-time and Seasonal (with appendices)

  • Ensure compliance with Michigan employment law and federal regulations

  • Incorporate policies such as:

  • Flex scheduling

  • Maternity/Paternity leave

  • Overtime accruals

  • Internal communications

  • Create appendices for easy future updates

  • Attend scheduled virtual and in-person meetings (including Commission presentations)

  • Provide a long-term maintenance and update plan for the manuals


Requirements

Required Qualifications

  • 7 years of experience in HR consulting or policy development

  • Proven track record of developing employee handbooks preferably for public sector or nonprofit clients

  • Deep knowledge of Michigan labor law and HR compliance

  • Strong writing and editing skills with attention to clarity and tone

  • Excellent project management and communication skills

  • Ability to work independently and meet deadlines

Preferred Qualifications

  • SHRM-CP SHRM-SCP or similar HR certification

  • Experience working with municipalities or government agencies

  • Familiarity with digital HR tools (e.g. Humanity HRIS platforms)



Strong knowledge of mechanical, electrical, and plumbing systems. Ability to read and interpret technical drawings, blueprints, and schematics. Proficiency with maintenance tools, diagnostic equipment, and software. Strong problem-solving skills and attention to detail. Ability to work independently and in a team. Excellent communication and interpersonal skills.
