DUTY STATION (City Country): Rome Italy

DURATION: 5 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Programme Operations (PO) Department combines precise operational planning with agility flexibility creativity and extensive experience to adapt to ever-changing circumstances and needs. It seeks attract develop and retain top-quality talent who are adept at implementing effective strategies and excelling in various technical and strategic roles. The Staffing Coordination and Capacity (POS) team works closely with PO Management and cross-functional counterparts to augment workforce management capacity and address key staffing needs of Programme Operations both in the field and at HQ. The main purpose of this short-term position is to help ensure that the global Programme Operations (PO) function has the right staff on the right roles by facilitating talent deployment talent acquisition and capability development. The Short Term Professional will support staffing coordination and help gather institutional knowledge of staff globally with a focus on the international rotational staff. The Talent Management Officer will be a member of the Staffing Coordination and Capacity Service (POS) Team and reports to the Team Leader under the overall leadership and guidance of the Staffing Coordinator. The incumbent will work closely with the three Divisions under Programme Operations (PO) on matters of Human Resources provide functional strategic inputs into the design and implementation of corporate workforce and HR Management initiatives and advise senior managers in Country Offices / Global HQ on staffing issues as required. ACCOUNTABILITIES/RESPONSIBILITIES:

1. Contribute to building and managing Programme Operations talent within WFP working with managers to understand their needs and planning / implementing solutions to recruit retain manage and develop a high caliber workforce to deliver business objectives.

2. Contribute to Strategic Workforce Planning for Programme Operations.

3. Lead/support the functional implementation of HR operational and training activities as well as organization-wide campaigns.

4. Coordinate reassignment and recruitment of Programme Operations staff with hiring managers as well as the HR Division to ensure the assignment of top candidates in a timely manner.

5. Act as delegate of the Staffing Coordinator in external recruitment interviews when required.

6. Help to devise a strategy for active sourcing that will support the priorities of the Programme Operations function workforce plans.

7. In coordination with the Programme Operations Staffing Coordinators and HR support and coach staff members and hiring managers in the field and in HQ on complex issues related to Programme Operations staffing and career development.

8. Maintain and share knowledge of best practices.

9. In coordination with relevant units address staffing requests from Country Offices and Globaal HQ. When needed manage the identification of FTs TDYers and consultants for emergency deployments.

10. In the absence of the Team Lead/Staffing Coordinator support the POS Chief in preparation for reassignment and/or any other staff-related tasks.

11. Contribute to the design and implementation of a department-wide integrated approach to attract deploy and retain high quality Junior Professional Officers in consultation with PO managers in HQ and the field and the HR JPO focal points.

12. Ensure that gender and diversity perspectives are incorporated in the departmental divisional and organizational objectives in all areas of work in line with respective HR policies and guidance.

13. Perform all other related duties as required. DELIVERABLES AT THE END OF THE CONTRACT: Successfully supported the Programme Operations (PO) Department in addressing short-term long-term and emergency staffing needs worldwide in coordination with managers at field and HQ level and HR counterparts. Successfully supported reassignment and coordinated external recruitment processes with Hiring Managers and HR counterparts. Provided expert advice and guidance to PO Managers and staff on complex issues related to staffing and career development. Contributed to implementation of the HR corporate policy and initiatives.--- QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in Human Resources Management Public or Business Administration Industrial Psychology or other relevant field or first university degree with additional years of related work experience or training/courses.

Experience: At least 7 years of post-graduate progressively responsible relevant professional experience. Previous experience in HR related project management.

Knowledge

& Skills: Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems. Ability to build and maintain effective work relationships with PO counterparts HR counterparts managers and staff within HQ/Regional Bureaux/Country Offices. Ability to manage a team. Ability to establish priorities and to plan coordinate and monitor own work plan and those under his/her supervision. Ability to draft clear concise reports or rationale for management decisions. Good interpersonal skills teamwork spirit and ability to work in multicultural settings. Good communication skills with the ability to persuade influence and adapt communication styles to different situations and individuals. Proficiency with Microsoft Office in particular Microsoft Excel PowerPoint Access etc.

Languages: Fluency in English is required; Intermediate knowledge of another official UN languages (Arabic Chinese French Russian or Spanish) or Portuguese (one of WFPs working languages) is an advantage. ---
