GENERAL DESCRIPTION:


In conformity with Army Regulation (AR) 200-1 the Environmental Performance Assessment System (EPAS) Program Manager conducts internal assessments every year on behalf of the Environmental Department to improve and ensure environmental compliance within the Wyoming Military Department. This position assesses the Wyoming Military Departments adherence to all federal state and military regulations as they relate to the environment. This position also manages the Environmental Compliance Program ensuring WYMD has appropriate DEQ permits for air NPDES above-ground storage tanks etc.

  • Conducts site visits inspections and interviews with facility managers building managers and others.
  • Inputs results of site visits into the system of record produces reports on the results and conducts follow-ups as needed.
  • Manage Environmental Compliance Program; This includes supervising at least one position as needed production review and update of existing and upcoming documentation as they relate to environmental compliance to include spill plans storm water prevention plans etc.
  • Manage the Environmental Quality Control Committee.
  • Serve as the point of contact for the National Guard Bureau for concerns relating to EPAS and environmental compliance issues and facilitate and coordinate with NGB for the three-year external audit.
  • Prepare and conduct training for sites throughout Wyoming on environmental compliance relevant to those sites in order to improve understanding and adherence to applicable environmental laws and regulations.
  • Other duties as assigned.

Qualifications



Preference will be given to applicants with environmental-related auditing and inspection experience.
Preference will be given to applicants with experience with RCRA hazardous waste or related environmental laws and regulations.


KNOWLEDGE:


  • Knowledge of various environmental laws including RCRA NEPA Clean Air Act Clean Water Act etc.
  • General familiarity with the appropriate storage handling and disposal of chemicals and hazardous waste.
  • Situational Awareness.
  • Time Management.
  • Ability to learn and use digital systems of record (inputting compliance data into Army websites).
  • Strong skills in giving presentations conducting training and meetings and stakeholder briefs.
  • Strong interpersonal and conflict management skills.


MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (typically in The Sciences)
Experience:
1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal
OR
Education & ExperienceSubstitution:
4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the levelof aNatural Resources Principal

Necessary Special Requirements



  • Travel up to 25% of the time to conduct site visits and/or training is required.
  • Day trips to Camp Guernsey are required..
  • Typical site visits include carrying up to 25lbs. stooping crouching standing and occasional hiking and/or walking over uneven terrain in various climate conditions both indoors and outdoors.
  • Typical office work entails sitting at a desk using a computer typing reading and writing.
  • High situational awareness is required - inspections include areas where potentially hazardous waste and chemicals are present and locations where military training activities potentially including live fire are occurring.

  • FLSA: Exempt
  • A valid drivers license is required.
  • Must be able to pass a federal background check for access to DoD and Army systems.
