Essential Functions
Leads projects and programs with varying degrees of complexity principally but not limited to the planning and execution of the lead service lines replacement master planning and facility planning projects and programs water supply planning initiatives and projects and programs resulting from regulatory mandates. Consults and works with engineers and paraprofessionals including senior leadership in the administration of consultant Architect/Engineer (A/E) and construction contracts and their associated procurement mechanisms; Serves as the Commission project representative equivalent to consultants or contractors project manager Prepares and/or supervises the preparation of detailed plans Standard Operation Procedures in relation to the Lead program specification and other documents by consultants or internal engineers Reviews Commission standards and specifications for adequacy and clarity Oversees the work of design consultants civil designers inspectors and CAD technicians both on specific project assignments and in general monitoring and tutorial roles Manages planning design and construction phase of projects including consulting with and advising management regarding problems encountered reviewing and commenting on deliverables attending final inspections and recommending acceptance or rejection of completed work; contract and change order management Assists in managing contracts and task orders to support water quality operations; manages contract expenditures and monitors contractors and consultants performance Provides support to customers with concerns related to the Lead Replacement Program and other projects and programs Oversee and manages work orders related to the Lead program Reviews project technical management and budgetary plans and ensures project compliance with corporate policy and technical specifications and scheduling Participates on project teams of others including management review reengineering and policy groups Gathers data and prepares diagnostic and prescriptive reports on significant Team Division or institutional issues Reviews and approves monthly and final payments for A/Es contractors and vendors Represents the Division in internal and external meetings seminars and hearings as needed Drives a vehicle to conduct WSSC Water business
