Job Responsibilities

Accounting/Fiscal Manager I
The Department of Administrations (Admin) Office of Administrative Services is seeking an Accounting/Fiscal Manager I to join the team. In this role you will manage the Office of Technology & Information Services (OTIS) budgeting cash management expense tracking project management accounting financial reporting and general financial oversight. Coordinate with management and staff throughout OTIS other Admin Offices and customer agencies regarding financial issues of the Division. Analyze financial trends such as cash expenses project and other financial issues. Generate projections and other financial recommendations as needed. Ensure accurate reporting is provided to managers and executives.

Responsibilities of the Accounting/Fiscal Manager I:
  • Administer budgeting for all OTIS teams. Monitor revenue expense and budget for unusual conditions for all accounts and take proactive and corrective actions as needed. Monitor cash to ensure areas are sufficiently funded and funds are properly accounted for. Monitor cash expense and revenues for any unusual trends.
  • Provide data and reports regarding expenses budgets and other fiscal affairs to all business managers and upper management. Coordinate research and resolution on fiscal concerns. Provide enhancements to existing systems and implement executive management recommendations.
  • Work with the shopping carts teams to monitor the goods receipt process. Ensure all good receipts have been properly processed and ensure all payables are paid in a timely and correct manner.
  • Review the FMAVCR01 SCEIS transaction biweekly monitor it for deficits or potential budget issues.
  • Communicate with shared services budget managers to ensure all of OTIS manages budget effectively and budget deficits do not occur. Monitor appropriated budgets of each program to ensure effective spend of appropriated dollars.
  • Participate in the fix asset review process for all of OTIS. Prepare and process all insurance renewals to agree with Asset Listings. Perform quarterly review of administrative fees and tie out administrative fees to reports received from vendors.
  • Serve as an ESF-2 member as required during emergency situations. Other duties as deemed necessary.

Minimum and Additional Requirements

  • A bachelors degree with course work in accounting finance business administration or related subjects or equivalent experience is strongly desired. Knowledge of telecommunications data processing and information technology in general is strongly desired.
Additional Requirements:
  • The ability to prepare oral and written management reports and summaries in a clear and very concise manner using the provided Microsoft Office products and tools is required.
  • Knowledge of governmental budget fund accounting and financial management principles and procedures.
  • A thorough knowledge of activities related to voice and data communications and computer processing systems.
  • The ability to train and direct work activities of a professional staff.
  • Knowledge of the Agencys mission programs and objectives.
  • Extensive capability in spreadsheet utilization and financial analysis experience is desired.
