Executive Director Job Description
The Executive Director (ED) reports to the Board of Directors and functions as the chief executive officer of the corporation. The individual provides administrative leadership to advance the mission of the Denton Affordable Housing Corporation (DAHC) to increase the supply of affordable housing for lower-income families and people with special needs. The ED is responsible for leading the agency on a daily basis for program compliance financial management resource development staff supervision and community and Board relations and is the primary voice and face of the Corporation in promoting the housing programs goals and policies of the organization.
Principal Duties and Responsibilities
Cultivate and maintain strong relationships with various existing and potential funding/financing sources including lenders foundations and public-sector departments and agencies.
Maintain effective communication with the Board of Directors keeping them informed of all financial conditions and program/project operations; perform all duties delegated by the Board.
Ensure DAHC meets and maintains all requirements to retain various certifications such as Community Housing Development Organization (CHDO) and FHA-approved nonprofit status.
Plan formulate and develop policies procedures and programs that further DAHCs mission.
Serve as the spokesperson and represent DAHC effectively as a liaison with other agencies the community citizens community groups and the press.
Prepare and administer a budget based on the staffing and resource requirements of programs and projects as well as available sources of revenue.
Supervise staff including training motivating and evaluating employee performance and taking corrective action as needed.
Ensure that all corporate assets and properties are safeguarded and maintained.
Maintain all official records for the Corporation including minutes and provide security for files contracts agreements deeds and all legal or historic documents.
Ensure that DAHC follows all procurement requirements established in its own policies and those of relevant oversight and financing entities when purchasing
materials and/or services.
Oversee the land acquisition process including but not limited to:
Confirming zoning and permitted uses.
Obtaining a pre-qualification letter from a lender.
Confirming insurance quotes.
Confirming utilities with a civil engineer.
Managing purchase contracts with 60-90 day due diligence periods including time for environmentals surveys and pre-application conferences.
Ordering surveystitle and tree.
Coordinating tree removal restrictions.
Ordering Traffic Impact Assessments.
Scheduling pre-application conferences.
Creating concept plans with architects.
Completing environmental assessments typically Phase 1.
Experience and Qualifications
Bachelors degree in a related field (public administration business finance urban planning etc.) with a minimum of five years of executive-level experience preferably in nonprofit or public sectors OR an equivalent combination of these experiences.
Ability to think strategically and help the organization adapt to change.
Ability to plan organize and manage multiple complex tasks projects and programs while meeting tight deadlines and reporting requirements.
Pragmatic with considerable skills in facilitation negotiation and consensus building.
Excellent oral and written communication skills.
Ability to work effectively with oversight agencies (e.g. HUD TDHCA City FHLB IRS auditors).
Ability to read analyze and comprehend contracts regulations and codes.
Experience in applying for grants and loans and putting financing packages together to fund programs and projects.
Knowledge of federal state and local housing programs rules and regulations.
Familiarity with real estate transactions local and statewide housing markets and conditions.
Knowledge of residential construction rehabilitation property maintenance and codes.
Familiarity with residential property management and landlord/tenant laws.
Experience in financial analysis including the ability to read and comprehend
financial statements.
Familiarity with and advanced skill in using a wide range of software programs (e.g. QuickBooks and Microsoft programs) as well as online programs.
Ability to deal with diverse groups of people served by DAHC in a nonjudgmental manner.
Possess a good personal credit history.
