Summary

King Countys Finance and Business Operations Division Business Development & Contract Compliance section is seeking an Field Compliance Specialist!

This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in August 2026. If filled by a King County employee who has passed their initial probation the TLT will be a Special Duty Assignment.

This position will provide project compliance and site monitoring for King County public works projects including Community Workforce Agreement covered projects and the Countys Priority Hire Program. The labor equity program prioritizes the hiring of underrepresented apprentices and journey level construction workers on King County Public Works projects. Underrepresented workers include residents living in economically distressed ZIP codes based on income education and employment data.

This role involves rigorous oversight detailed reporting and active engagement with project teams and stakeholders to uphold the standards and requirements set forth by King County policies.

Scope of Job Duties: To be considered for this opportunity you must at a minimum demonstrate knowledge skill and ability to:

  • Project Monitoring and Compliance Verification: Conduct regular on-site and off-site inspections to verify compliance with the MCWA focusing on labor standards wage requirements workforce composition and other pertinent labor conditions. - Identify any areas of non-compliance or potential risks and work closely with project managers and contractors to rectify issues promptly.
  • Reporting and Documentation: Prepare detailed compliance reports summarizing findings from site visits inspections use of the Diversity Compliance Management System (DCMS) and document reviews. - Maintain comprehensive records of all compliance activities including but not limited to inspection logs compliance reports corrective action plans and correspondence with project stakeholders.
  • Continuous Improvement and Policy Enhancement: Recommend improvements to internal processes and controls to prevent non-compliance and enhance the efficiency of compliance monitoring activities.
  • Compliance Enforcement and Corrective Actions: Work with the Labor Equity Team Supervisor and to instruct contractors to ensure they comply with contract requirements and adhere to County policies. Take necessary actions to enforce compliance in cases of non-compliance in accordance with the MCWA and County policies.
  • Oversee the development and implementation of corrective action plans to address compliance issues ensuring that corrective measures are completed satisfactorily and in a timely manner.
  • Attend Weekly Progress Meetings to update contractors and relevant committees about the compliance status of projects in line with King County Policies.

Minimum Qualifications:

  • Experience in compliance regulatory affairs risk management or a related area within the specific industry;
  • Knowledge and understanding of prevailing wage requirements and the ability to cross-reference with collected data;
  • Ability to arrange and attend safety training Project Administrative Committee meetings pre and post-construction meetings to present information about the requirements and expectations relating to Priority Hire Apprenticeship Diversity Goals and the Master Community Workforce Agreement;
  • Strong communication interpersonal writing and customer service skills;
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work;
  • Ability to manage your time and adapt to changing priorities work on multiple priorities and projects simultaneously meet quick deadlines and produce timely and quality work products;
  • Ability to work with people from diverse backgrounds.

  • Bachelors degree in Public Administration Construction Business Social Sciences or equivalent field or Journey Level certification in a Building Trade or Craft;
  • Three to five years of demonstrated professional experience conducting grievance handling construction site monitoring investigative/compliance interviews and or working under a Community Workforce Agreement;
  • Experience with LEAN processes and principles;
  • Experience with SharePoint MS Teams and other collaborative online tools.

Position Information:

  • Work Site Details:The work associated with this position is primarily hybrid with two assigned days a week in the Seattle office. In-office requirements may change as required by King County business needs. Additionally this role requires frequent visits to project sites typically at least three days per week.
  • Physical Requirement:This position requires the ability to conduct physical site inspections and interviews on noisy active construction sites under a variety of weather conditions.
  • Work Environment:
    1. Work in the field may require climbing ladders and scaffolds at various heights; walking on uneven terrain; steep slopes; rocky and rough ground.
    2. Field conditions include brushy forested environments; rivers streams and wetlands; and slippery uneven surfaces and dynamic conditions in the outdoors.
    3. Work may be conducted around heavy equipment and other potentially dangerous activities associated with construction sites.
    4. Work may be performed in the field for extended periods of time and performed under unfavorable weather conditions.
    5. Work may be performed in traffic environments during hours of daylight and darkness.
  • Location Requirement:Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule:This position is Non-Exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday comprising a 40-hour workweek; normally 7:00 a.m. to 5:00 p.m. Monday through Thursday and 7:00 a.m. to 11:00 a.m. on Fridays.
  • Union Representation: This position is represented by Teamsters 117.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work remain available and responsive during scheduled work hours and follow FBODs Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
