PMO Officer - Scale: PO3

This role will support the effective delivery of the councils corporate priorities transformation programmes and strategic projects by providing expert programme and project management office (PMO) support. This includes assurance governance reporting and performance tracking across a portfolio of change activity. The PMO Officer plays a pivotal role in ensuring that projects are delivered to time cost and quality and in alignment with corporate objectives.
To be successful in this role you must have:
Proven experience in a project or programme officer role within a complex organisation.
Experience of building excellent relationships with senior managers and Members.
Experience of report writing and communications for a variety of audiences demonstrating numeracy and literacy and applying expert knowledge.
Experience in dealing with a range of complex and contentious matters through to resolution.
Planning the use of resources effectively including those not directly under control of the programme.
Financial awareness and budget management experience.
Knowledge and understanding of portfolio programme and project management methodologies and processes.
An understanding of Local Government an advantage.
Strong understanding of project management methodologies (e.g. PRINCE2 MSP Agile).
Knowledge of data handling and reporting skills using Excel Power BI or similar tools.
Awareness of information governance issues and legislation.
An understanding of the political context and environment.
An understanding of procurement processes and principles.
