Location: This is a full-time position located in Augusta. This opportunity allows partial telework with management approval.

The Maine CDC Operations Grants and Contracts Team is looking for a Grants and Contract Analyst to assist in the day-to-day operation of grants and contracts. Duties include conducting efficient and timely administrative assistance with the internal development of CDC contracts requests for proposals (RFP) and grant applications. This position is embedded in a program area and assists multiple programs with the development review and monitoring of contracts RFPs and grants. This position assists with compiling program budget information reviewing grant applications and obtaining program expenditure detail on behalf of program staff.

As a Grants and Contract Analyst within Maine CDCs Grants and Contract Team you will assist various programs with developing and processing contracts and will assist in providing grant management support. You will work closely with other departments on contract updates grant allocations budget development and tracking of costs. This position will compile data reports for the program to use in monitoring and managing respective grants and contracts. Other responsibilities include developing and reviewing requests for proposals and requests for quotes assisting with submission of grant budgets and redirects overseeing contract amendments and processing invoice approvals.

Core Responsibilities:

As a key member of Maine CDC Operations - Grants and Contracts Team your core responsibilities will include:

Meet with programs to compile appropriate reports materials and data to assist in drafting grant applications.
Draft contracts for public health services and work closely with program staff to obtain applicable information data and reports to assist in development of request for proposals. Work collaboratively with Program Fiscal Officers (PFO) to ensure accurate contract allocation.
Work with the Division of Contract Management (DCM) to ensure effective implementation of contracts.
Assist with developing or review budgets for grants applications for accuracy and completeness.
Work with PFO to determine if a budget order or financial order is required.
Monitor grant budget balance for inconsistencies to inform and support programs.
Work with DHHS Service Center to resolve any errors that may involve invoicing and grant expenditures.
Assist with training program staff on the state procurement processes for bidding contracting and grant applications.

Minimum Qualifications:

Eight (8) years of education training and/or experience analyzing evaluating and/or developing improvements to organizational and/or managerial systems programs and practices.

Preferred candidates will also have:

Excellent oral and written communication skills.
Knowledge and experience with procurement process drafting reviewing and scoring request for proposals drafting contracts and familiarity with the State Accounting System Advantage.
Knowledge of and experience with federal grant applications grant writing and grant management.
Demonstrated skill in budget development and monitoring of expenditures.
Knowledge and experience of training others in procurement processes.
Ability to establish and maintain effective working relationships with a diverse group of internal and external partners.
Proficient computer skills using MS Office including Word and Excel.
