Known affectionately as Charm City Baltimore City is the largest city in the U.S. state of Maryland and the 29th most populous city in the country. It was established by the Constitution of Maryland and is not part of any county; thus it is the largest independent city in the United States.
The City is seeking a strong forward-thinking strategic leader to serve as its next Chief Human Capital Officer (CHCO) and Director of Human Resources. The CHCO will have the exciting opportunity to elevate the department into a modern customer-focused partner that champions innovation and service excellence. The City of Baltimore has approximately 14000 funded full-time positions 77 of which are within the Department of Human Resources. The Departments FY2026 budget is $15.4M.
The hiring salary range for this position is $159378 to $220000 annually. In addition to competitive compensation the City of Baltimore provides a comprehensive benefits package including between 12 and 24 days of annual leave based on years of service four personal days per fiscal year 12 paid holidays and 12 days of sick leave annually. Relocation assistance is negotiable.
Full-time employees are eligible for health benefits covering at least 80% of total premiums with plans that include medical prescription dental vision and Life/AD&D insurance. Qualified candidates will possess a masters degree in human resources public administration or a related field. They will have at least ten years of progressive experience in human resources administration demonstrating increasing levels of responsibility including a minimum of five years in a senior-level role. Experience in the public sector or within a large complex organization is strongly preferred. Professional certification such as SHRM-SCP HRCI SPHR or PSHRA SCP is also preferred.
