ESSENTIAL JOB FUNCTIONS

Prepares implements and monitors the Affirmative Action Plans on an annual basis for both General Government and Gainesville Regional Utilities.

Reviews and approves all new and revised job descriptions from an Equal Opportunity perspective.

Works closely with Human Resources management and staff to develop targeted recruitment strategies.

Reviews all recruitment plans submitted by hiring managers prior to advertising as it relates to positions with affirmative action goals and positions at supervisory and managerial levels.

Serves as the resource person for all issues related to affirmative action and coordinates the diversity/Affirmative Action work plan training for supervisors and managers.

Identifies training coaching needs based on AA/EEO regulations and policies.

Provides organizational support to ensure the effective application of policies and actively contributes to the execution of projects pertaining to (EEO/AA/D).

Participate in the development of organizational objectives including metrics queries and ongoing reports for organizational requirements.

Attends work on continuous and regular basis.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited college or university with major course work in public or business administration human resources management pre-law or related subject and two (2) years of progressively responsible experience in the Equal Opportunity Affirmative Action and Diversity fields; or an equivalent combination of training and experience which provides the required knowledge skills and abilities.

Licenses

Valid Florida Driver license or State ID is required within thirty (30) days of appointment and at all times while employed in this classification.

KNOWLEDGE SKILLS AND ABILITIES

Ability to design develop and administer an Affirmative Action Plan.

Considerable knowledge of the laws regulations statutes developments and policies that govern equal opportunity.

Knowledge of the evolution of diverse concepts and characteristics of an effective diversity program.

Ability to develop deliver and monitor diversity cultural competency and education programs.

Ability to research and understand relevant federal state and local legislation and policies.

Ability to stay current on trends and policy updates in the AA/EEO space to ensure compliance and best practices within the organization.

Ability to design develop and deliver communications and training programs including creating customized training curricula and instructional materials.

Knowledge of the methods procedures and techniques for conducting research analyzing data and developing applicable reports.

In-depth knowledge of legal requirements related to day-to-day management of employees

Ability to interpret and apply local state and federal equal opportunity legislation and policies.

Ability to exercise good judgment in counseling and advising on affirmative action matters.

Ability to interact collaboratively and productively and to build effective relationships with individuals of diverse backgrounds including elected officials Charter Officers department heads representatives of other agencies other city employees and the general public.

Demonstrates strong customer orientation.

Excellent written and oral communication skills as demonstrated by the ability to articulate information and issues clearly and concisely.

Ability to maintain security and confidentiality.

Demonstrated intermediate level knowledge of personal computers and related departmental software including Excel Word and PowerPoint.

Ability to develop long- and short-term plans and programs and to evaluate work accomplishments.

Ability to organize and evaluate information.

Ability to effectively handle multiple tasks.

Ability to recognize the details in the work and how they affect processes and deadlines.

Ability to maintain moderately complex records and to prepare moderately complex reports.

Ability to effectively lead or work as a member of a self-directed work team.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this Job the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT
