The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education regulation and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program the Recreational Marijuana Program and the Public Safety Program. All three programs are supported by the Administration Financial Services and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

About this opportunity:
This position is based at our Milwaukie OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland OR by approximately the end of 2026.
After an initial training period this position may be eligible for a flexible hybrid work schedule however weekly in-office work will be required. This position is not eligible to be fully remote.
This position is a management service position and is not represented by a union.
Heres what you will do:
As the Human Resources Manager you will be responsible for providing day-to-day oversite of the operations of Human Resources division. Duties include:
Managing and coordinating human resources functions including administration classification and compensation HRIS records management recruitment retention workforce planning training organizational development engagement workplace safety and talent development
Ensuring personnel services are delivered to each division and program in a timely and effective manner
Advising consulting and problem-solving with managers and staff in the application and interpretation of collective bargaining agreements policies procedures personnel laws and management practices pertinent to human resources management
Overseeing and conducting personnel investigations and recommending action in potential or actual complaints (from both internal and external customers) grievances or disciplinary matters
Managing the collective bargaining negotiation process including identifying bargaining concepts coordinating the gathering and analysis of data and preparing conclusions alternatives and recommendations for consideration by other negotiating team members including mid-contract letters of agreement
Act as HR Director when the HR Director is out of office

Heres what you need to qualify:
Minimum Qualifications:
Five years of lead work supervision or progressively related experience
OR
Two years of related experience and a bachelors degree in a related field
Preferred Skills:
Extensive knowledge of human resource management and best practices in a union environment; Federal and State law around employment i.e. Fair Labor Standards Act Family Medical Leave AA/EEO rules and regulations; Department of Administrative Services policies rules and classification system; and contract negotiation and administration
Experience utilizing leadership skills like organizational development change management and strategic thinking and planning
Experience providing HR consultation and strategic guidance to employees supervisors and leadership across all levels of an organization.
Excellent communication and dispute resolution skills
Proven experience successfully leading and managing an HR Team responsible for all functions of human resources

On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
