Job Description

Overview

Element has an opportunity for an experienced and proactive Facilities Supervisor/Manager to oversee the physical infrastructure equipment maintenance and safety of our testing laboratory locations in Fremont and Newark California. The ideal candidate will be responsible for managing a combined total of 56000 square feet (one 30000 sq ft facility and one 26000 sq ft facility) ensuring both sites are optimized for specialized testing services including Environmental Mechanical Dynamics and EMC testing. This hands-on role requires strong leadership technical aptitude and the ability to manage complex facility needs across multiple sites.

Responsibilities

Facility Operations & Maintenance:

  • Oversee aspects of building maintenance including HVAC electrical systems plumbing Deionized (DI) water systems Compressed Dry Air (CDA) systems cooling towers with chilled water loops and liquid nitrogen supply systems. This includes performing hands-on routine maintenance and repairs as needed alongside coordinating larger efforts
  • Develop and implement preventative maintenance schedules for all facility-related equipment and infrastructure with a special focus on the unique requirements of environmental test chambers electrodynamic shakers and electrical test equipment
  • Manage and coordinate repairs installations and modifications to facilities and specialized testing equipment infrastructure (e.g. power requirements cooling water etc)
  • Work closely with and coordinate maintenance and repair activities with the landlord or property manager for building-related issues

Vendor and Contractor Management:

  • Source negotiate with and manage external vendors and contractors for facility services repairs maintenance specialized equipment support and janitorial services
  • Oversee contract compliance and ensure work is completed to a high standard on time and within budget

Safety and Compliance:

  • Maintain compliance with company safety policies and procedures
  • Coordinate closely with the Site Safety Leader to ensure timely close-out of facility-related safety actions aimed at improving safety for employees customers and vendors

Budget and Resource Management:

  • Develop and manage the annual facilities budget including forecasting expenses tracking costs and identifying cost-saving opportunities
  • Manage inventory of essential facility supplies and equipment

Space Planning and Management:

  • Optimize space utilization across both facilities to support current testing needs and future growth
  • Coordinate office and lab reconfigurations moves and expansions as required

Project Management:

  • Lead and manage facility-related projects such as equipment installations renovations and infrastructure upgrades from conception to completion

Communication and Collaboration:

  • Serve as the primary point of contact for all facility-related matters
  • Effectively communicate with internal stakeholders including laboratory staff project management the Site Safety Leader and other departments regarding facility issues projects and safety updates
  • Coordinate effectively with landlords for building site and shared service matters

Skills / Qualifications

  • Minimum 5 years working at a mid-large size manufacturing or test facility project management experience
  • Bachelors degree or commensurate with experience
  • Proficiency in Microsoft Applications (E.G. Word Excel Outlook etc.)
  • Well-developed oral and written communication skills
  • Ability to navigate when faced with multiple deadlines and priorities
  • Ability to travel up to 10% of the time (E.G. to local vendors for material pick up)
  • Strong collaboration skills will interface with various stakeholders such as department managers operational leaders vendors etc. to ensure facility layout is functional and safe
  • Able to perform routine preventive maintenance and corrective action to ensure facility equipment and building systems run efficiently including trouble shooting for electrical fault air conditioning fault water pipe burst etc. with assistant from contractors or external vendors
  • Strong understanding of governmental safety and health regulations/legislation (E.G. ITAR)
  • Able to support environmental health and safety programs in compliance with federal state and local regulations (E.G. ITAR)
  • Knowledgeable in electrical systems hydraulic systems safety 5S forklift operations waste management (hazardous and non-hazardous) along with recycle materials roof pluming HVAC security systems electrical saw ad machining equipment motor driven and testing equipment etc.
  • Project Management - responsible key initiatives and progressive mindset throughout the laboratory as we continue to grow our capabilities
  • Ability to interface with vendors win new work and determine their requirements; help develop proposals including cost estimates work plan and terms and conditions
