Employment Type: 2 limited term positions one 12-month contract and one 18 month contract both with the possibility of extension.
Salary Range: SP3 Level 5 $92320 - $115400 per year. The final compensation for this position will be determined based on individual factors including education qualifications experience and internal equity.
Specialist Compliance Assurance Hybrid
The Opportunity
The Specialist Compliance Assurance is responsible for supporting the delivery of the Alberta Energy Regulators (AERs) compliance assurance program by providing subject matter expert advice on all aspects of compliance assurance activities. This role increases understanding of the AERs compliance assurance program and promotes increased industry accountability and performance to ensure the AERs mandate is upheld. This includes the analysis investigation and evaluation of compliance information coordination and monitoring and management of the most complex or comprehensive compliance files.
You will advise on the most appropriate regulatory actions to take and engage with stakeholders to help arrive at effective compliance and enforcement solutions. The successful candidates will be joining a dedicated cohesive and dynamic team of compliance professionals whose focus is work that truly matters to Alberta and Albertans.
What your day-to-day will look like:
Perform holistic licensee assessments (HLA) compliance assessments and deep dive assessments on licensees identified by systems and processes of the Liability Management Program (LMP) and compliance assurance program as licensees of concern.
Leverage compliance assurance and enterprise systems to consider other compliance issues and any other licensee information from working groups to be included in a comprehensive risk-informed analysis of a licensee. Present findings and other information for review and feedback.
Act as the file lead for licensees requiring regulatory action and compliance activities based on HLA and other compliance assessments.
Support Statutory Decision Makers (SDMs) on files requiring action commensurate with 1A/1B delegation of authority such as orders or limiting eligibility. On files not requiring SDM involvement act as the prime driver of the file working with subject matter experts to issue appropriate regulatory actions such as notice of non-compliance and letters.
Provide subject matter advice and support to all AER staff who undertake inspection audit investigation and enforcement activities across the organization including those who perform SDM duties.
Provide customized problem solving and develop tools and procedures to support and promote effective compliance assurance and defensible decisions.
Support development activities and contribute to the continuous improvement and implementation of new processes and systems for compliance assurance that will enable the proactive monitoring of licensees throughout the lifecycle.
Support the development of internal and external organizational reporting to share information on LMP and compliance risk management and performance.
Work on projects across the enterprise involving a compliance assurance and/or LMP component.
Take on new responsibilities as the work of the Compliance Assurance Team (CAT) evolves.
What were looking for in you:
Bachelors degree in regulatory environmental science enforcement business sociology criminology or other related education.
5 years of related experience preferably in an environmental oil and gas or regulatory field.
Experience or knowledge with the AERs Liability Management Framework risk management and compliance activities in relation to energy development is considered an asset.
Knowledge and understanding of AER activities priorities and applicable legislation is considered an asset.
Ability to move multiple files in different stages of completion to a successful conclusion working with SDMs SMEs leadership and other stakeholders.
Ability to work with ambiguity and comfortably in the grey area.
Demonstrates initiative works collaboratively and effectively in an established or ad hoc team setting.

There is a business requirement for this incumbent to be in Calgary for meetings with licensees up to once a month.
