GENERAL DESCRIPTION:

Under general direction of the Director of Engineering and Highways plans and directs professional technical and administrative civil engineering and survey activities including project design plan review preparation of specifications construction administration and project inspection.

ESSENTIAL DUTIES:

  1. Supervises the daily activities of Engineering Division staff; provides performance feedback both formally and informally. Ensures training on and enforces compliance with best practices for safe work practices with attention to risk management and loss control. Administers policies and procedures.
  2. Provides technical review and comment on proposed private development and infrastructure plans engineering reports specifications and construction estimates to assure compliance with Town construction standards and regulations and accepted engineering practices. Prepares reports and makes recommendations to Director of Engineering and Highways for submission to Town Boards and Commissions. Provides technical engineering consultation and service to boards and committees and attends meetings as required.
  3. Designs and develops construction plans specifications and bid documents for projects including but not limited to streets and sidewalks water and wastewater lines and storm drainage.
  4. Supervises construction contracts for public works projects and annual repair programs. Oversees consultant engineers and authorizes payment for services.
  5. Confers with engineering consultants developers private citizens and other Town and government officials to coordinate development address citizens concerns and provide information. Responds to public inquiries related to traffic signage storm drainage and other related fields.
  6. Provides traffic engineering services and engineering advice to the Traffic Authority and to other municipal divisions and departments.
  7. Determines work procedures prepares work schedules and expedites workflow evaluating and standardizing procedures to improve efficiency and effectiveness of operations. Maintains records of engineering activities and completes related reports.
  8. Reviews permit applications and issues permits for work to be performed in the Town rights-of-way and on public sewers. Coordinates Town response to CBYD and ensures compliance with state statutes.
  9. Oversees improvements maintenance and database updates to the Towns Geographic Information System.
  10. Participates in the preparation of the annual operating budget and capital improvement requests; oversees the procurement of equipment supplies and materials assuring effective and efficient use of budgeted funds and personnel.
  11. Ensures a respectful and safe work environment for all by fostering a culture of mutual respect accountability for ethical behavior and positive leadership aligning policies procedures and training with such values. Sets high professional and customer service standards for staff and ensures accountability with those standards.
  12. Keeps current with regulatory requirements and knowledge of modern methods and techniques of civil engineering.

Qualifications

QUALIFICATIONS PROFILE:

  • Knowledge of
  • civil engineering principles and practices across multiple disciplines including civil design transportation environmental and structural engineering
  • traffic safety road construction and drainage concerns
  • engineering maps records plans and geographic information systems; and familiarity with design software such as AutoCAD Civil 3D or similar
  • capital project design approval budgeting and coordination
  • grant writing and management
  • occupational hazards and safety precautions related to conducting work on public roadways and at construction sites
  • Ability to
    • analyze and compile data prepare comprehensive reports plans and estimates
    • interpret federal state and Town ordinances rules and regulations and make reasoned decisions in accordance with established policies and standards
    • plan schedule budget and monitor capital projects
    • develop monitor and evaluate operational procedures
    • administer policies and collective bargaining agreements
    • communicate verbally and in writing accurately clearly and concisely including the preparation of statistical and narrative reports
    • present to public audiences
  • Skilled in

PHYSICAL/MENTAL REQUIREMENTS:

  • Ability to
    • walk over rough or difficult terrain such as that which is sloping rocky uneven and wooded; balance crouch and stoop; push/pull/lift objects of up to 25 pounds; and sit or stand for prolonged periods
    • perform manipulative skills which require hand-eye coordination such as keyboarding
    • see objects closely as in reading a report; hear normal sounds with some background noise; distinguish voice patterns and communicate through human speech
    • concentrate on fine detail with little interruption attend to task/function for more than 60 minutes remember multiple tasks given to self and others over long periods and understand the theories behind several related concepts

MINIMUM TRAINING AND EXPERIENCE:

Bachelors degree from a recognized college or university in Civil Engineering or closely related field with six (6) years of progressively responsible relevant civil engineering experience including at least two (2) years supervisory experience; or an equivalent combination of education and experience.

LICENSE OR CERTIFICATION:

  • Licensed State of Connecticut Professional Engineer or reciprocal state license with ability to attain State of Connecticut Professional Engineer licensure within one (1) year of employment
  • Class D motor vehicle drivers license
