Description

**This posting is open to current City of Richmond employees and contractors only.**

TheCity of Richmond Department of Public Works is seeking two (2) highly qualified candidates to fill the position of Management Analyst Associate. This position will be responsible for processing bi-weekly time and attendance and/or Accounts Payable for Public Works and General Services employees. It will ensure the payroll is submitted timely accurately and in compliance with Departmental and City policies and work with Managers to identify process improvements. This position will also identify and implement training as needed for staff and customers.

This position is considered Essential which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.

Duties include but are not limited to

  • Analyzation of payroll data for accuracy processing
  • Reconciliation of employee leave records
  • Entering routine and technical data into tracking systems and spreadsheets
  • Maintaining filing systems charts and spreadsheets to keep data and information up-to-date organized and accurate
  • Compiling documentation in response to Auditors Office reports
  • Assisting with departmental timekeeping training as needed
  • Serving on various divisional and departmental committees and task forces as requested
  • Reports payroll errors immediately for corrections
  • Troubleshoots payroll problems and recommends procedural
  • Effective communication skills with various internal and external departments
  • Development / revision and interpretation of Payroll Manual and/or SOPs
  • Producing and maintaining a variety of reports and records under Oracle / RAPIDS platform
  • Composing a variety of correspondence to include letters memos e-mails and reports
  • Establishing direct contact with agency supervisors/managers responsible for approving time
  • Gathering time collection logs from supervisors/managers to enter all applicable hours into time entry screen in Rapids when needed
  • Reviewing and updating timecards on a daily basis sending letters to employees notifying them of leave balances; completing payroll action forms for adjustments
  • Researching missing time and unapproved timecards for the pay period
  • Performing data entry of exceptions and leave for non-exempt employees; and maintaining and updating leave records using MS Excel
  • Performing other related duties as assigned

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree in business/public administration or field related to assignment
  • Two years of paraprofessional experience in area related to assignment such as assisting with program or project administration and management analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Physical Requirements and Working Environment:Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear and see; frequently reach and perform repetitive motions; and occasionally stoop kneel crouch stand walk push pull lift finger grasp and feel. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
