SUMMARY
The HCTC Foster Care Licensing Coach (FCLC) works closely with HCTC Foster Care Coordinator and the Foster Care teams to support Foster Parents of La Paloma Family Services (LPFS) HCTC Foster Care Program in providing mental health services to children. The FCLC will help provide supportive services to include assisting foster parents advocating within the child welfare and behavioral health systems developing goals and plans providing de-escalation support to foster parents and youth in crisis reviewing all provider notes for accuracy providing individual and group training. The HCTC FCLC will supervise the foster homes to ensure compliance with state licensing regulations and will coordinate with outside agencies schools and State agencies to meet these requirements.
DUTIES
Understanding and implementation of La Frontera Arizonas
mission values and code of ethics including cultural sensitivity in dealing with clients and fellow staff members.
Establish and write thorough and informative home studies.
Interpret and implement legal responsibilities.
Responsible for direct and indirect assistance and supervision of families adults and children in foster care program including the ability to teach de-escalation techniques parenting skills and effective discipline techniques.
Coach advice and train Resource Parents to provide mental health services to children with extensive behavioral needs.
Create implement and update treatment plans based on the needs of the client and the desired outcomes identified by the Child and Family Team.
Monitor and regulate compliance with State rules and La Paloma policy during home visits to family foster homes.
Advocate and support foster families and clients during Child and Family Team meetings to ensure the best outcome for clients served in the program.
Work with Complete Care Contractors to request and review documentation for referrals to determine best match of member and foster family for successful placement.
Conduct outreach and build relationships with Complete Care Contractors.
Assist in coordination and implementation of quarterly foster parent training.
Assist in coordination and implementation of retention events for foster parents.

REQUIREMENTS
Bachelors in a behavioral health field or non-behavioral health field and one year experience in direct service child welfare/ behavioral health or
Associate degree in behavioral health field and two years experience in direct service child welfare/foster care licensing or
Associate degree in non-behavioral health field (including AA RN) and three years experience in direct service in child welfare/ behavioral health.
Must hold a BHT designation.
Prefer experience in licensing or monitoring foster homes experience in writing home studies assessments of family systems and behavior management experience with children.
Knowledge Skills and Abilities
Preferred experience working on de-escalation techniques within behavioral health
Preferred experience with Arizona State licensing regulation on Foster Care (Title 21 Chapter 6)
Demonstrated skill in working effectively with individuals families and groups.
Knowledge of principles and practices of mental health case management.
Demonstrated ability to work effectively with the particular target population.
Knowledge of community resources and takes the initiative to identify new community resources.
Ability to coordinate the work of others.
Knowledge of cultural characteristics of minority groups.
Ability to communicate effectively both orally and in writing.
