Purpose
The Plumbing Inspector 3 verifies compliance with City and Stateplumbing codes for private and public premises.
Essential Functions
PLUMBING INSPECTION
- Inspect drainage and plumbing installations and witness tests. Research codes to determine compliance. Identify faulty or inadequate construction methods or code violations during on-site inspections.
- Conduct periodic inspections of commercial properties to identify cross-connection sources and fire suppression systems. Investigate complaints and aldermanic service requests and explain plumbing rules and regulations to building owners.
- Inspect occupancies and zoning certificates for taverns and restaurants.
- In cases of noncompliance draft and send legally enforceable orders to owners to correct conditions.
CUSTOMER SERVICE
- Advise journey-level and master plumbers of modifications required to make installations compliant with existing regulations.
- Consult with contractors builders and architects on plumbing installations.
- Explain plumbing rules and regulations to building owners.
ADMINISTRATION/OTHER
- Keep accurate records of inspections and make detailed reports regarding complaints and rejections.
- Appear in court regarding code violations and before committees regarding appeals.

Conditions of Employment
The Plumbing Inspector must be willing and able to do thefollowing:
- Follow a uniform dress code prescribed by the department.
- Perform inspection services and work that requires moderate physical exertion including stooping and bending walking distances climbing ladders and stairs exerting up to 50 lbs. of force occasionally (such as to move utility hole covers) and lifting and moving objects weighing 10-20 lbs. frequently.
- Work outdoors in variable weather and environmental conditions and tolerate noise and exposure to airborne contaminants.
- Required pre-employment tests include:
- Physical Exam with Lift test
- Vision Exam
- Audio-Gram
- Drug Screen - Non-DOT
Minimum Requirements
- One year of experience working as a licensed journey-level plumber or licensed master plumber.
- One of the following State of Wisconsin Department of Safety and Professional Services (DSPS) licenses at the time of application and throughout employment: 1)Master Plumber OR 2)Journeyman Plumber.NOTE:The license type and number must be listed on the application.
- State of Wisconsin DSPS Commercial Plumbing Inspector certification within 60 days of appointmentand throughout employment. NOTE: Passing the one-year probationary period is contingent upon obtaining this certification.
- Valid drivers license at the time of appointment and throughout employment and the availability of a properly registered and insured vehicle for use on the job. (Private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.)

Knowledge Skills Abilities & Other Characteristics
TECHNICAL
- Knowledge of plumbing construction technology and materials; standard plumbing installation repair and maintenance techniques; and plumbing codes and inspection practices.
- Knowledge of and ability to interpret the State of Wisconsin DSPS plumbing code at the journey level as well as National Fire Protection Association (NFPA) codes.
- Knowledge of building and construction principles techniques and materials.
- Knowledge of cross connection prevention practices.
- Knowledge of and ability to apply safety principles and practices.
- Ability to read mechanical and architectural blueprints to understand building systems.
- Knowledge of mathematics geometry and algebra to perform calculations and make precise measurements.
- Ability to read and interpret work-related documents such as the City of Milwaukee Rules and Regulations Governing Water Service the Milwaukee Code of Ordinances and the Wisconsin Department of Natural Resources Administrative Code.
- Skill in using standard computer applications such as word processing spreadsheets and databases.
COMMUNICATION AND INTERPERSONAL
- Written communication skills to prepare accurate and credible correspondence and reports.
- Verbal communication skills to clearly and accurately share information and respond to inquiries and complaints.
- Customer service skills to serve the public courteously.
- Ability to establish and maintain effective working relationships with designers architects engineers attorneys elected officials City staff and the public.
- Ability to work cooperatively and effectively with coworkers and residents whose backgrounds may differ from ones own.

Current Salary
The current salary range (Pay Range 7KN) is$101749-$112409annually and the resident incentive salary range for City ofMilwaukee residents is$104801-$115781 annually.The appointmentwill be made in accordance with the provisions of the salary ordinance.
